المستخلص: L’absence d'un organe de promotion et de protection des droits de l’homme au sein de la Ligue des États arabes (LEA), a conduit le Conseil de la Ligue a crée, par sa résolution n° 2443 (XLVIII) du 3 septembre 1968, la Commission permanente arabe pour les droits de l'homme. Le Conseil de la LEA a adopté, le 13/9/2015, le nouveau statut de cette Commission sujet de cette étude.
Les membres de la LEA sont les membres de cette Commission. Les réunions de la Commission se tiennent soit au siège permanent de la Ligue, c’est-à-dire au Caire, soit dans un Etat membre si la Commission en décide ainsi et après avoir sollicité l’avis du Secrétaire général.
La Commission se considère compétente pour toutes les questions relatives aux droits de l'homme dans ces États, d’une part.
D'autre part, la Commission est consciente de la nécessité d'élaborer des instruments juridiques régionaux proclamant et protégeant les droits de l'homme dans les Etats membres. Pour parvenir à cette fin, la Commission a organisé des réunions en vue de préparer un projet de convention concernant les réfugiés dans le monde arabe et de proclamer une Charte arabe des droits de l'homme de 2004.
Enfin, la violation des droits de l'homme dans les territoires arabes occupés par Israël et le non-respect des conventions humanitaires par ce dernier restent la préoccupation majeure de cette Commission.


The absence of a body for the promotion and protection of human rights within the League of Arab States (LEA) led the Council of the League to create, by its resolution No 2443 (XLVIII) of September 3, 1968, the Arab Permanent Commission for Human Rights. The LEA Council adopted, on 13/9/2015, the new statute for this Commission, which is the subject of this study.
The members of the LEA are the members of this Commission. The meetings of the Commission shall be held either at the permanent headquarters of the League, that is, in Cairo, or in a member state if the Commission so decides and after seeking the advice of the Secretary-General.
The Commission considers itself competent for all questions relating to human rights in these States, on the one hand.
On the other hand, the Commission is aware of the need to develop regional legal instruments proclaiming and protecting human rights in the Member States. To achieve this, the Commission organized meetings to prepare a draft convention concerning refugees in the Arab world and to proclaim an Arab Charter on Human Rights of 2004.
Finally, the violation of human rights in the Arab territories occupied by Israel and the non-respect of humanitarian conventions remain the Commission’s main concern.
