المستخلص: The OAU Convention Governing the Specific Aspects of Refugees Problems in Africa (the OAU Refugee Convention 1969) forms a fertile ground for different African countries to address the refugees issue, particularly the sub-Saharan region which has an increasing number of refugees, representing 26% of all refugees in the world. There was an expectation that the number of refugees in 2014 (15.01 million) would decrease to 14.09 million in 2015, but this expectation was not met. The refugees' situation even worsened after the OCHA efforts stopped in some areas or dropped significantly, and its announcement of inability to support the Central African Republic's refugees in camps in southern Chad due to lack of resources. Since the majority of African countries signed this Convention and annexes and protocols, there appeared certain gaps in the Convention, leading to weak commitment of some African countries or weak adherence to implementing its provisions. However, there have also been positive aspects in some countries that received a large number of refugees, especially in terms of integrating refugees in local communities voluntarily. We need to study cases of refugees and the intellectual and normative variables, taking into account the effects of globalization migrations and globalization challenges on refugees in the programs and projects of the United Nations agencies and other organizations which oversee the refugees 'camps in Africa, with the aim of realizing eventually a refugees' society that is active and productive rather than being a burden on host communities. Such policies will undoubtedly contribute to the voluntary return of large numbers of refugees, especially those who lived in refugee camps for many years
