لا مرية في أن منظمة التعاون الإسلامي، تكاد تكون المنظمة الدولية الحكومية الدعوية الوحيدة التي تنهض على أسس دينية، فضلا عما اصطبغ به نشاطها, وما تقوم به مؤسساتها المختلفة من فعاليات وإنجازات في المجالات المختلفة، وخاصة الجانب الدعوي, ولما كان المسلمون في حاجة إلى صيغة تجمع شملهم, وتوحد كلمتهم, وترسخ منهج الإسلام في توجههم, وشئونهم, فنشأت فكرة إقامة منظمة التعاون الإسلامي لتحقيق ذلك، ولاشك أن كل مسلم مخلص لدينه محب لأمته, ترنو عينه إلى هذه المنظمة كمؤسسة إسلامية دعوية، وتهفو نفسه لأن تراها منظمة قوية فاعلة, لها شخصيتها ووجودها, وقدرتها على حماية المسلمين, والحفاظ على هويتهم، وتدعو إلى الله تعالى من خلال تلك المنظمة, ولذا كان هذا البحث, الذي يبرز جهود هذه المنظمـة في المجالات المختلفة, وخاصة المجال الدعوي, مع دراسة معاهدتها المتعلقة بمكافحة الإرهاب الدولي, ودورها في هذا السبيل في زمن ضرب الإرهاب أمن كثير من المجتمعات في الشرق والغرب, وخرب العامر, وسفك الدماء, وعجز الكثيرون بسببه عن تحقيق المقصد الذي استخلفوا فيه في الأرض.
