المستخلص: تُعد إشكالية العلاقة بين الداخل والخارج في العلاقات الدولية قديمة، ولكن ازدادت وضوحاً بعد أحداث الحادي عشر من سبتمبر، وقد جدت الثقافات عبر التاريخ حقلاً تفاعلياً خصباً مؤثر ومتبادل فيما بينهما تحددت على أسس فاعلة لهيمنة الدول الكبرى وخضوع الدول النامية بدرجات متفاوتة، وكان من أهم ما أبرزته إشكالية الدراسة هو مدى الأثر المترتب عقب أحداث الحادي عشر من سبتمبر على تغير الثقافة السياسية للعلاقات الدولية في الداخل والخارج بين الدول وبخاصة المنطقة العربية، وكان من أهم فرضيات بلورة الإستراتيجيات الفعالة للحد من السيطرة الغربية على الشأن الداخلي العربي، واعتبار أحداث الحادي عشر من سبتمبر من أهم المراحل التي شكلت خارطة المنطقة العربية، وأثر الخطاب السائد في تفاقم الأزمة الدولية بين الداخل والخارج في العلاقات الدولية للدول العربية، ومن أهم ما هدفت إليه الدراسة إبراز أهم النظريات في العلاقات الدولية ودورها في حل تلك الإشكالية، وأيضاً إبراز أهم الإشكاليات البارزة في العلاقات الدولية ومن بينها الخطاب الغربي المتسم بالعنصرية، وفي المقابل إبراز الخطاب الخاص بالأنظمة العربية المتسم بالتكرار وعدم التجديد عقب أحداث الحادي عشر من سبتمبر مع الإشارة إلى حتمية التغيير تجاه تلك العلاقات، وقد تضمنت الدراسة عرض لمفهوم الدولة ومفهوم نظريات إشكالية الممارسة السياسية في الخارج والداخل والتغيرات السياسية الأمريكية من خلال اختلاف السياسة الثقافية في الداخل والخارج لكل دولة، كما عرضت الدراسة المواجهة للسياسة الخارجية من قّبل الدول العربية.
