هدفت الدراسة إلى استقراء التاريخ الكوبي في مجال تعليم الكبار والسياسات الداعمة له، لاسيما بعد إعلان كوبا خالية من الأمية، وذلك لتقويم سياسات تعليم الكبار بها، على ضوء معايير الكفاءة، والعدالة، والفعالية. وتنطلق أهمية الدراسة الحالية من أهمية تعليم الكبار باعتباره استثمارا في رأس المال البشري في فئة البالغين، من منطلق خبراتهم التراكمية ومهاراتهم الحياتية التي يمكن توظيفها لخدمة مجتمعاتهم المحلية، كما أنه من الأهمية بمكان توجيه صانعي السياسات التعليمية والقيادات العاملة في مجال تعليم الكبار في مصر إلى بعض النماذج الناجحة في مجال تعليم الكبار كالخبرة الكوبية، التي لا تزال وجهة الباحثين في مجال سياسات تعليم الكبار على مستوى الاتحاد الإقليمي لدول أمريكا اللاتينية ذاتها. وباستخدام المنهج المونوجرافي (دراسة الحالة)، وبتوظيف أسلوب القياس المعياري تم تحقيق أهداف الدراسة، وتقويم سياسات تعليم الكبار في كوبا، والتي تمثلت في سياسات التمويل، تقديم الخدمات والرعاية، تكافؤ الفرص التعليمية، وسياسات تفعيل الشراكة مع منظمات المجتمع المدني، وعلى ضوء ذلك تم التوصل إلى بعض مجالات وآليات تطوير سياسات تعليم الكبار في مصر على ضوء الخبرة الكوبية.
The study aimed at extrapolating Cuban history in the field of adult education and the policies supporting it, especially after the announcement of Cuba free of illiteracy, and assessment of adult education policies in the light of criteria of Efficiency, Equity and Effectiveness. The significance of the current study is due to the importance or adult education as an investment in humans in the category of adults, in terms of skills and expertise accumulated in their lives that can be used to serve their communities, it is also important guidance of policy makers and educational leaders working in the field of adult education in Egypt for some successful models in the field of adult education as the Cuban model , which is still of interest to researchers in the field of adult education policies at the level of the regional Association of Latin American countries themselves. By Using a monographique approach, and employing the methods of benchmarking, the objectives of the study have been achieved and adult education policies in Cuba have been assessment as represented in financing policies and the provision of services and care, and equal educational opportunities, and policies aimed at activating the partnership with civil society organizations. In the light of what was mentioned some mechanisms to development of policies and mechanisms of adult education in Egypt in light of the Cuban model were attained.
