|a إن إنشاء منظمة الاتحاد الإفريقي ومبادرة الشراكة الجديدة لتنمية إفريقيا "النيباد"، كان أهم تطور وإصلاح عرفته المنظومة الإفريقية، يحمل رؤية إفريقية خالصة جديدة، بشأن مستقبل القارة الإفريقية في ظل القرن الحادي والعشرين. حيث أنشأ كل من النيباد والاتحاد الأفريقي من أجل انتشال القارة من الفقر والتخلف الاقتصادي، والبحث عن علاقة شراكة جديدة مع الدول المتقدمة، ومن أجل توحيد جهود التنمية للقارة الإفريقية وتحقيق التكامل بينهما، قام الاتحاد الإفريقي بدمج كلي لأجهزة النيباد داخل هياكله، مما أدى إلى تطور العلاقة بينهما، من اعتبار النيباد كبرنامج للتنمية للاتحاد بأجهزة مستقلة لتنفيذه، إلى اعتباره جهاز تابع للاتحاد الإفريقي مكلف بأجندة التنمية، لتنتقل العلاقة بينهما من الازدواجية والمنافسة إلى التنسيق والتكامل.

Where he established both NEPAD and teh African Union to lift teh continent out of poverty and economic underdevelopment, and teh search for a relationship of a new partnership with teh developed countries, and in order to unify teh development efforts of teh African continent and to achieve complementarity between, teh African Union TEMPhas admitted teh full integration of NEPAD into his structures, which led to teh development of Teh relationship between teh two, consideration of NEPAD as a program for teh development of teh Union with an independent structure, to considerate it as a structure of development agenda of teh African Union , to move there relationship from teh duplication and competition to teh coordination and integration.
