|f This paper deals with “Press Security News” as a targeted type of journalism that includes new security information about things, people, or events that have occurred, occurring, or will occur in the future and that concern a specific group or different groups in society. The opinions of intellectuals and researchers are contradictory as to whether press security news is a factor contributing to the advancement and discipline of the individual and helps in achieving security and stability, or is a factor of moral degradation and promoting social tendencies from which spreads the crime. The research problem revolves around one of the problems experienced by the term “press security news,” which is the absence of the theoretical concept of its identity and rhetorical appearance. Therefore, the research problem has been formulated in the following main question: what is the press security news? The sub-questions include its concept, explanatory theories, and its legal and ethical controls. \nTherefore, the research aims to define the concept of press security news, identify its most important characteristics and communication features, and determine its legal and ethical controls. The importance of press security news follows the importance of research as one of the forms of mass security communication and the necessity of the theoretical establishment of its concept and rules. The researcher used the qualitative (theoretical) method to diagnose and study the press security news and its editing methods to arrive at generalizations. The researcher concludes that in front of the specificity of this news, its extreme sensitivity and its inclusion of matters and issues that directly affect some members of society and their private lives, and its inclusion of information and details, the publication of which sometimes leads to negative consequences and serious effects on the security of the society in which it is published. Therefore, it had to be treated with extreme caution and in a special manner and according to specific criteria, and there was an urgent need for a set of legal controls and general social rules that would be guiding for editors of security news.\nThis abstract translated by Dar AlMandumah Inc 2018.

|a يتناول هذا البحث "الأخبار الأمنية الصحفية" بوصفها نوعاً صحفياً هادفاً يتضمن معلومات أمنية جديدة عن أشياء أو أشخاص أو أحداث وقعت أو تقع حالياً أو مستقبلًا وتهم فئة محددة أو فئات مختلفة في المجتمع. وتتضارب آراء المفكرين والباحثين فيما إذا كانت الأخبار الأمنية الصحفية عاملاً مساعداً على الرقى والتهذيب للفرد وتسهم في تحقيق الأمن والاستقرار، أم عاملاً من عوامل الانحلال الخلقي وإذكاء النزعات الاجتماعية مما تنشره عن الجريمة. وتتمحور مشكلة البحث حول واحدة من الإشكاليات التي يعانيها مصطلح "الخبر الأمني الصحفي"، وتتمثل في غياب الماهية النظرية لكينونته وصيرورته الخطابية، ولذلك تمت صياغة مشكلة البحث في التساؤل الرئيس التالي: ما الخبر الأمني الصحفي؟ والتساؤلات الفرعية التالية: ما مفهومه؟ ما النظريات المفسرة له؟ ما ضوابطه الشرعية والأخلاقية؟\nولذلك يهدف البحث الى تحديد مفهوم الخبر الأمني الصحفي وتحديد اهم خصائصه وسماته الاتصالية وتحديد ضوابطها الشرعية والأخلاقية وتتبع أهمية البحث من أهمية الخبر الأمني الصحفي بوصفه احد أشكال الاتصال الأمني الجماهيري ومن ضرورة التأسيس النظري لمفهومه وضوابطه وقد استخدم الباحث المنهج الكيفي (النظري) لتشخيص ودراسة الخبر الأمني الصحفي وأساليب تحريره تمهيدا للوصول الى تعميمات ويخلص الباحث الى ان امام خصوصية هذه الاخبار وحساسيتها الشديدة واشتمالها على أمور وقضايا تمس بعض افراد المجتمع وحياتهم الخاصة بشكل مباشر وتضمنها لمعلومات وتفاصيل يؤدي نشرها في بعض الأحيان الي نتائج سلبية وآثار خطيرة على أمن المجتمع الذي تنشر فيه لذا كان لابد من التعامل معها بحذر شديد وبأسلوب خاص ووفق معايير محددة ووجود حاجة ماسة الى مجموعة من الضوابط الشرعية والقواعد الاجتماعية العامة التي يسترشد بها المحررون الامنيون
