|a تعد قارة آسيا من القارات العامرة بالموارد البشرية والاقتصادية والمالية والثقافية والتكنولوجية؛ والأمر الذي يضعها في مكانة واعدة على سلم القوي الدولية. ولعل التغييرات والتطورات التي تشهدها الحياة السياسية العالمية هي التي دعمت الحاجة إلي التعاون بين جميع الدول، وبخاصة الدول الآسيوية من اجل تحقيق التكامل المشترك بينهما، سواء كان ذلك على المستوى الثنائي أم الجماعي. إن الهدف الأساسي لهذه الدراسة هو تسليط الضوء على رؤية استراتيجية مشتركة لتعزيز مستقبل دول آسيا وإمكاناتها من خلال تعزيز الثقة والتفاهم المشترك وتعزيز التعاون والتكامل الاقتصادي الإقليمي. في هذا السياق تتعرض الدراسة لأهم العناصر التي تدعو لمأسسة التعاون الآسيوي ونقلة من كونه منتدى للتشاور والتباحث إلى منظمة يتم فيها نسج آليات تعاونية حقيقة منتجة لوسادة جامعة، يمكن لجميع دول آسيا أن تأخذ مكاناً عليها. كما تتضمن هذه الدراسة عرضاً لأهم المرتكزات التي يمكن أن تدعو دول آسيا لرفع مستوى تعاونها وفقا لمنظور واقعي مبني على استلهام الخبرات العالمية وخاصة الخبرات المتراكمة التي مكنت دول الاتحاد الأوروبي من التطور على مدى العقود الماضية التي أعقبت الحرب العالمية الثانية. هذا، وقد خلصت الدراسة إلى أن استشراف المستقبل يستند إلى رؤية متدرجة، تتكون من مراحل عدة للوصول إلى تكوين المنظمة الآسيوية، وتوصي بأن تتم عملية الانتقال عبر مراحل مترابطة عضوياً، تسبقها دراسات ولقاءات فنية مكثفة لوضع الاستراتيجيات والخطط والسياسات. وتستفيد الدراسة من النظرية الوظيفية وخبرة الاتحاد الأوروبي في تطوير التعاون المؤسسي بين دول آسيا.

|b Asia is considered to be a continent that is richly endowed with human, economic financial, cultural and technological resources, which places it in a promising position on the scale of international power. Perhaps the changes and transformations taking place in the global political life have promoted the need for cooperation among all countries, especially Asian countries, in order to achicvc common integration between them at the bilateral or collective level. The primary objcctivc of this research is to shed light on a common strategic vision to enhance the future of Asia and its potentials by enhancing mutual trust and understanding, and strengthening cooperation and regional economic integration. In this context, the research will deal with the most important elements, which call for the institutionalization of Asian cooperation and transforming it from being a forum for consultation and discussion to an organization that creates factual and productive cooperative mechanisms to build a solid ground for all Asian countries. In this study, we will present the most important foundations that can prompt Asian countries to raise the level of cooperation, according to a realistic perspective inspired by international experiences, especially from the accumulated experi-ences that have enabled the European Union countries to evolve over the past dccadcs that followed World War II. The study concludes that the future prospect is based on a gradualist vision that consists of several stagesto reach the formation of the Asian organization, and it recommends that the transition process goes through organically interconnected stages preceded by studies and intensive technical meetings to develop strategics, plans and policies. The study benefited from The Functional Theory and the experience of the European Union in the development of institutional cooperation between the countries of Asia.
