تعاني المنطقة العربية ومنها الأردن، في ظل ما يطلق عليه إعلامياً "الربيع العربي" فوضى عارمة أساسها انتشار الجماعات الإرهابية الإسلامية المسلحة، وانتشار العنف والقتل والتدمير والخوف، وتحول الدول العربية، بمجملها، إلى دول فاشلة، مع عملية مبرمجة لتدمير القوة العسكرية فيها أو إضعافها كما حدث في العراق، وسورية، واليمن، ومصر، وغيرها. وعلى ما يبدو، فإن كل هذه التطورات انعكست، بشكل أو بآخر، على "العقل الأمني" الأردني، لا سيما وأن الجماعات الإرهابية الإسلامية لا تبعد عن الحدود الأردنية سوى بضع كيلومترات؛ فهناك "جبهة النصرة" المرتبطة بالقاعدة رابضة على حدودها الشمالية. وهناك "داعش" يرتب وضعه على حدود الأردن الشرقية، خاصة بعد إحرازه تقدماً كبيراً وواضحاً في محافظه الرمادي السنية، ناهيك عن إحساس النظام الأمني والسياسي الأردني بوجود "خلايا نائمة" أو "حواضن" لهذه المنظمات داخل المجتمع الأردني أو في مخيمات اللاجئين السوريين الذين يناهز عددهم مليوناً و400 ألف لاجئ. لفهم العقل الأمني والسياسي الأردني في مواجهة الإرهاب، تناقش هذه الورقة آليات عمل السياسة الأردنية في مكافحة الإرهاب، ودور الأجهزة الأمنية والمؤسسات التنفيذية والتشريعية في التكيف الاستراتيجي مع "متغير الإرهاب" الذي يعم المنطقة ب طرح السؤالين الآتيين: -ماهي الاستراتيجيات والمبادرات السياسية والأمنية المتخذة في الأردن لمواجهة الإرهاب على المستوي المحلي، سواء من ناحية التشريعات أم من ناحية المبادرات الذاتيه؟ -إلي أي مدي نجحت تحالفات الأردن الدولية ضد الإرهاب في تعزيز البنية الأمنية الأردنية وتحقيق الأمن والسلم الداخلي والدفع بالإرهاب إلى الابتعاد عن حدود الدولة الأردنية؟
Jordan Faces Terrorism Between Cautious Internal Adaptation and Energetic External Engagement The Arab region, including Jordan, is suffering, in the shadow of what is termed by the media as the “Arab Spring,” from rampant anarchy principally caused by the spreading of Islamic terrorist groups, coupled with the spreading of violence, killing, destruction and fear. Furthermore, the majority of Arab states have become failed states, concomitant with a systematic demolition of their military capabilities or their attenuation as is evidenced in Iraq, Syria, Yemen, Egypt and others. It would appear that these developments have been reflected in the Jordanian security mindset and outlook, particularly given that the Islamic terrorist groups are only a few kilometers away from the Jordanian border; for Al-Nusra Front linked to Al Qaeda is present on the northern border. Moreover, ISIS is organizing itself on the eastern Jordanian border, particularly in the wake of making substantial and noticeable advances in the Sunni AL-Ramadi Governorate, not to mention the perception by the Jordanian security and political regime of the presence of sleeping cells or incubators for those organizations inside Jordanian society or in the Syrian refugees camps where the number of refugees is one million and 400 thousand. To comprehend the Jordanian security and political mindset and thinking in confronting terrorism, this paper discusses the work mechanisms of Jordanian policy in combatting terrorism, and the role of the security apparatuses and executive and legislative institutions in making a strategic adaptation to the “terrorism variable” which permeates the region by presenting the following two questions: - What are the political and security strategies and initiatives adopted in Jordan to face terrorism at the domestic level? - To what extent have the global alliances of Jordan against terrorism succeeded in bolstering the Jordanian security structure and achieving domestic security and peace and in driving terrorism away from the borders of the Jordanian State?
