The study deals with the current system of new cities administration, in which the New Urban Communication Authority establishes and manages these cities, through central departments dependent on, and subject to central ministerial decisions in all their affairs. In this concern there is no legislative system adopting authority delegation in carrying out responsibilities, and definite tackling financing. Indeed they work within the applied system of local administration in Egypt. Moreover, they are separated completely from their hosting governorates. Till now efforts didn’t succeed to join these cities to the governorates, to manage them according to the local administration system. Consequently, the necessary amendments in the law of local administration should be introduced to enable these cities being subject to the low of local administration in Egypt. |
