المستخلص: It is well known that Most Upper Egypt governorates are still suffering from the socio-economic negative impacts of revenge as well as some other criminal aspects like drug traffic and out-of-law gangsters. Accordingly, weapons’ legal and illegal possession is a wide spread phenomenon in Upper Egypt. This possession, in turn, represents a strong catalyst fostering revenge, violence and criminal behaviors. The main objective of this study is to illustrate this phenomenon of weapons' possession in Upper Egypt and elucidate its multidimensional causes and effect in order to find out effective ways to get rid of this phenomenon depending not only on the efforts of security forces of the Ministry of Interior but also, and may be in the first place, on an active and efficient role of Civil Society. The study falls in the category of descriptive, analytical, and applied studies. It used questionnaires to obtain field data from civil society organizations and other traditional family councils, as well as from a sample of criminal prisoners. As expected, the field study highlighted the fact that weapons’ possession is stimulated in Upper Egypt by personal, socio-economic, cultural, and security factors. Among the major findings of this study are: - The civil society organizations and formations (like family councils and natural leadership’s conferences and meetings) can play more active and effective role in resolving most problems leading to weapons' possession and use. - This necessitates developing and availing a comprehensive database on the causes and effects of weapons' possession and use, socio-economic disputes, and expected revenge and retaliation actions. - It is also of prime importance to build-up confidence between people, the security forces, and the other executive and political bodies in the region. Transparency, justice, and rapid preventive and corrective actions are the three pillars of this confidence. - Coordination and mutual confident relations between the Civil Society organizations and formations, on one side, and the official authorities on both governorate and local levels are also of prime importance to get red of the phenomenon of weapons' possession and its negative socio-economic and human causes and effects.
