المستخلص:	The increasing of developing countries debts is essentially for development but in Niger, Zambia and Nicaragua, government spending on debt service payments is greater than government spending on health and education combined . Tanzania spends four times as much money on debt payments as it does on health and education combined These are some of the world's poorest countries and so in Latin America there is Mexico which started the debt crisis in 1982 . Finally there are Asian tigers which meet with the external debts , specially the short term debts . The main purpose of this paper is to analyze trends in external debts in Egypt after and before economic reform program, and through this study we defect that economic reform program has positive effect on external debts . Due to the fact that external debts decreased after the program , like this the debts service payment dropped , because the interest rate decreased and maturities increased. Reasons of continuation in the debts are Local savings is less than local investment. Foreign currency Gap. The dropping in foreign aids . Abatement of foreign direct investment. Dificit of public budget. Finally , through applying El Emam Model we access to the debt's utility which was negative in most of the years and this means that the development didn't make use of this debts .
