المستخلص: إن المعاين لأداء أنظمة الصحة في العالم، يلاحظ تدني مستوى الخدمات الصحية في العديد من الدول، وهذا يقابله ارتفاع هائل ومتزايد للنفقات الصحية سنوياً، مما شكل مصدر قلق بالنسبة للعديد من السلطات الصحية بالنظر إلى تزايد الثقل الاقتصادي والأهمية الاجتماعية لقطاع الصحة، لهذا أخذت العديد من الدول على عاتقها إصلاح أنظمتها الصحية من أجل تحقيق معادلة التحكم في التكاليف مع تحقيق فعالية الأداء، واختارت التعاقد كحل لهذه المعادلة التي حيرت الباحثين في هذا المجال، حيث أصبح التعاقد في الوقت الراهن هو الحل الناجع للعديد من المعضلات التي قد تصيب الأنظمة الصحية وخاصة أنظمة التأمين الصحي.

En matière de prestation des systèmes sanitaires mondiaux, nous constatons une médiocrité des services sanitaires dans nombre de pays contre une augmentation importante des frais médicaux qui connaissent d'année en année une hausse remarquable, source d'inquiétude de nombreuses autorités sanitaires vu la pesanteur du fardeau économique et l'importance du secteur de sante du point de vue social, grandissantes, d'une autre part.
Pour cela, plusieurs pays ont pris la responsabilité de reformer leur système sanitaire à l'effet de réaliserl'équation de maîtrise des coûts avec une efficacité des prestations et ont opté pour La contractualisation commesolution à cette équation qui a inquiété les chercheurs dans ce domaine
La contractualisation est, de nos jours la solution radicale aux divers problèmes qui pourraient toucher les systèmesde santé et surtout le système d’assurance maladie.

Those who observe the performance of health systems in the world note the low level of health services in many countries. This is faced by a dramatic and growing annual increase in health expenditure, which has been a source of concern for many health authorities in view of the increasing economic weight and social importance of the health sector. This is why many countries have undertaken to reform their health systems in order to achieve the cost control equation while achieving effective performance, and have chosen to contract as a solution to this equation that has puzzled researchers in this field as contracting currently has become the most effective solution to many of the problems that may affect health systems, especially health insurance systems.
