المستخلص: يميل الخطاب الرسمي الحالي – الليبرالية الجديدة – عبر مؤسساته الدولية وتحت شعار تجارة دولية بلا حدود ولا قيود، إلى تأسيس وتبرير نهج التحرير والخضوع لمقتضيات المد الليبرالي باعتبار التبادل الحر كمتغير حاسم في التنمية، ومن هذا المنطلق يفتح باب العودة إلى وهم التنمية المعتمد على الخارج، بينما واقع الحال يكشف على جملة من التناقضات ، يصعب في ظلها الحديث عن سوق دولية حرة ومندمجة، ما يلغي فكرة اللحاق أو التنمية المستقلة بالمعنى الذي تحدده نظرية التجارة الدولية. خاصة في ظل عوامل الضغط التي تفرزها آليات الرأسمالية والقيود التي تفرضها المؤسسات القائمة على النظام الرأسمالي العالمي.

The current official discourse — neoliberalism — through its international institutions and under the slogan of international trade without borders and restrictions, tends to establish and justify the approach of liberalization and subordination to the demands of the liberal tide by considering free trade as a crucial variable in development. From this point of view, it opens the door of return to the illusion of externally dependent development, while the reality of the situation reveals a number of contradictions, under which it is difficult to talk about a free and integrated international market, which eliminates the idea of catching up or independent development in a sense defined by the theory of international trade, especially given the pressures of capitalism and the constraints imposed by institutions based on the global capitalist system.

L’actuel discours officiel ayant comme slogan "Commerce international sans frontières ni contraintes " vise, à travers les institutions internationales la constitution et la justification de la libéralisation ainsi que l'obéissance aux exigences de l'élan libéral qui considère l'échange libéral comme variable déterminante dans le développement. A partir de cela,le mythe du développement par l'extérieur ré-surgit.Or,la réalité d'aujourd'hui dévoile un ensemble de contradictions qui rendent difficile le fait de parler d'un marché international libre et intégré.Ce qui exclut l'idée d'un développement indépendant tel que défini par la théorie du commerce international ; surtout sous la pression de facteurs issus des mécanismes de marché et des contraintes qu'imposent les institutions du système capitaliste mondial.
