لازال العقار الصناعي يمثل عائقاً رئيسيا أمام العديد من المشاريع الاستثمارية، والأسباب متعددة، يمكن حصرها في عدم استقرار النظام القانوني لاستغلال هذا العقار، مساس التنظيمات الداخلية بالمنظومة القانونية للعقار الصناعي، وتضخم الإطار المؤسساتي المكلف بتسييره، وكذا تعدد مراكز اتخاذ القرار وتنازع الصلاحيات، وعدم تطهير ساحة هذا العقار في مجال سندات الملكية وقصور في المنشآت القاعدية.

Industrial real estate continues to be a major obstacle to many investment projects, and the reasons are many, which can be limited to the instability of the legal system for the exploitation of this property, the violation of internal regulations of the legal system of industrial real estate, the overgrowth of the institutional framework responsible for its management, as well as the multiplicity of decision-making centers, conflicts of powers, the failure to clean up the square of this property in the field of title deeds and deficiencies in basic establishments.
