المستخلص: The problem of research:
It is, noticed that there are continuous differences in the income distribution in general, and specially in the Islamic countries. However, there are many policies which are responsible for correcting these differences, which are as follows
- Fiscal policy
- Monetary policy
- Foreign trade policy
So, the essential problem is trying to know the economic and social role of Islamic fiscal tools (like Zakaah..) to decrease the income distribution differences. Then, the research hypothesis is if the fiscal tools in Islamic economic system have a positive effect on the re-distribution of income or not.
The purpose of the research is investigating the above mentioned hypothesis by using the following sub-stages:
- Studying the theoretical framework of income distribution and re-distribution.
- The importance of Islamic fiscal tools for re-distribution of income.
- The role of Islamic fiscal policy tools for correcting the differences in income distribution.
Concerning methodology, it employs two methods: deduction method and induction method.
From the research, the following results can be concluded:
- there are essential theoretical framework of Islamic-Economic system, and Islamic fiscal system. This system can be used for developed or developing and even least developing countries.
- Islamic fiscal system may be better than others to cure economic and social problems.
- The Application of these Islamic fiscal tools is succeded by the next stages or steps:
i. Involuntary Islamic fiscal tools (like Zakaah..) and/or.
ii. Voluntary Islamic fiscal tools. And/or
iii. Exceptionally taxes (Tawzeef).
- There are following steps in the practicing of the Islamic fiscal system for decreasing differences in income in all countries and all ages.
