المستخلص: Nous proposons à travers cet article une analyse approfondie des savoirs relatifs à l’intelligence économique et ce pour montrer que le nerf de cette dernière réside dans la gestion des informations et des connaissances dans le but d’atteindre des objectifs stratégiques particuliers au niveau micro et macro notamment dans les domaines scientifique et technologique. Autrement dit, le centre de l’intérêt dans l’intelligence économique réside dans ce que nous pouvons désigner par l’information ou l’intelligence au sens large du terme : intelligence stratégique, économique et compétitive car à l’ère du numérique, le plus important n’est pas de rassembler des informations mais de les analyser puis les utiliser. C’est à lueur de cette réflexion critique que nous interrogerons l’expérience égyptienne en analysant particulièrement les premières expériences se référant à ce domaine menées dans le pays.

The present article is concerned with an in-depth analysis of the knowledge aspects related to smart economic development in order to show that the heartbeat of econo¬mic intelligence is information and know¬ledge management to achieve the objectives of a specific strategy at the micro and macro levels, especially in the scientific and technological fields. In other words, the center of attention in “econo¬mic intelligence” is what can be expressed broadly asany strategic intelligence, eco- nomic intelligence and competitive intel¬ligence, and this is because in the age of information (and knowledge) it is not im¬portant to collect information in itself, but to analyse and then use it. Based on the study of these aspects, we will discuss the reality of this work through the experience in Egypt, focusing on the analysis of the circumstances and the first experiments.

نتناول في المقال بالتحليل المعمق للجوانب المعرفية المتعلقة بالذكاء الاقتصادي التنموي وهذا لنبين إن القلب النابض للذكاء الاقتصادي هو ادارة المعلومات والمعرفة لتحقيق أهداف استراتيجية محددة على المستويين الجزئي والكلى، لاسيما في الميدان العلمي والتكنولوجي. بعبارة أخري، إن مركز الاهتمام في "الذكاء الاقتصادي" هو ما يمكن التعبير عنه بالاستعلام، في معناه العريض، أي الاستعلام الاستراتيجي Strategies inelegance والاستعلام economic intelli gence والاستعلام التنافسي competitive in telligence ، وهذا لأن في عصر المعلومات (والمعرفة) ليس المهم تجميع المعلومات في حد ذاتها، ولكن تحليلها ثم استخدامها. وانطلاقا من دراسة هذه الجوانب، نناقش واقع هذا العمل لهذه الخبرة في مصر بالتركيز على تحليل الظروف والتجارب الأولى.
