المستخلص: تهدف هذه الدراسة إلى تحديد الدور الذي لعبه صندوق ضبط الموارد باعتباره من صناديق النفط أو صناديق الثروة السيادية التي انتشرت في الدول النفطية، خاصة بعد الارتفاع الكبير الذي عرفته أسعار النفط، والتي كانت سبب في توفير فوائض نفطية دفعت السلطات الجزائرية إلى إنشاء هذا الصندوق في سنة 2000 في قانون المالية التكميلي، وذلك بتحديد الدور الذي لعبه والإطار القانوني لنشاطه. وقد توصلت الدراسة إلى أن الصندوق كان له دور كبير في تخفيض المديونية والحفاظ على معدلات معتدلة للتضخم وكذلك الحد من آثار الأزمة النفطية الأخيرة 2015 واختتم البحث، بنتائج واقتراحات تتعلق بتسيير الصندوق.

Le fond de régulation des recettes est l’un de type des fonds souverains qui sont apparus aux pays pétroliers après la forte hausse des prix du pétrole à des fins de gestion des excédents des ressources. En effet, l’Algérie à l’enstère des autres pays pétrolier, a crée ce fond en 2000, conformément à la loi de finances complémentaire pour l’année 2000.
Cette étude est pour objectif de déterminer le cade réglementaire et le rôle que joue ce fond dans la réduction de la dette publique, la stabilité des taux d’inflation et notamment sa vocation d’amortisseur des effets de la dernières crise pétrolière de 2015.

The aim of this study is to determine the role played by the Resource Control Fund as one of the oil funds or sovereign wealth funds that have spread in the oil producing countries, especially after the significant rise in oil prices, which was the reason for the saving of oil surpluses that prompted the Algerian authorities to establish this fund in the year 2000 in the supplementary finance act, by defining the role it played and the legal framework for its activity. The study found that the fund played a major role in reducing indebtedness and maintaining moderate rates of inflation as well as reducing the effects of the recent oil crisis of 2015. The research concluded with the results and proposals related to the management of the fund.
