هدفت الدراسة الحالية التعرف علي المعوقات والصعوبات التي تواجه البحث العلمي في الجامعات العربية، وتقديم بعض المقترحات حول كيفية إسهام الجامعات في تطوير البحث العلمي للتأسيس لمجتمع المعرفة في الوطن العربي. وقد تمثلت مشكلة الدراسة في الأسئلة التالية: 1-ما ملامح ومؤشرات مجتمع المعرفة وانعكاساتها على التعليم الجامعي العربي؟ 2-ما أهم تحديات تأسيس مجتمع المعرفة في البيئة التعليمية العربية. 3 -ما أهم المعوقات والصعوبات التي تواجه البحث العلمي في الجامعات العربية؟ 4-ما دور الجامعات في تطوير البحث العلمي للتأسيس لمجتمع المعرفة في الوطن العربي؟ وانتهت الدراسة إلى طرح مجموعة من المقترحات المرتبطة بدور الجامعة في تطوير البحث العلمي للتأسيس لمجتمع المعرفة في الوطن العربي، والتي تمثلت في ضرورة تقديم الدعم المالي المناسب لتطوير البحث العلمي في الجامعات العربية، وتفعيل الشراكة بين الجامعات-كمؤسسات بحثية- وبين القطاع الخاص، والتأكيد علي مبدأ استقلال الجامعات، ورسم سياسة واضحة للبحث العلمي في الجامعات، وإعداد استراتيجية ذات أهداف محددة للبحث العلمي في الدول العربية، وتطوير البنية الأساسية والتحتية داخل الدولة المشجعة للبحث العلمي في مجال المعلوماتية وشمولية التعليم الجامعي في ظل اقتصاد المعرفة، وطرح آليات جديدة لتشجيع أعضاء هيئة التدريس علي إجراء البحوث العلمية، إنشاء مجلس أعلي للبحث العلمي، يضم الخبراء والباحثين في الجامعات والقطاع الخاص، وتبني آليات واضحة لتسويق نتائج البحوث العلمية التي يتم إعدادها في المؤسسات البحثية.
The present study aimed to identify the constraints and difficulties facing the scientific research in Arab universities, and provide some suggestions on how to contribute to the development of universities in scientific research for the establishment of a knowledge society in the Arab world, and The problem of the study are represented in the following questions: 6 - What are the features and indicators of the knowledge society and its impact on the Arab university education? 2 - What are the main challenges of the establishment of a knowledge society in the Arab educational environment? 3 - What are the main obstacles and difficulties facing the scientific research in Arab universities? 4 - What is the role of universities in the development of scientific research for the establishment of a knowledge society in the Arab world ? The study concluded to put up a set of proposals related to the role of the university in the development of scientific research for the establishment of a knowledge society in the Arab world , marked by the need to provide appropriate financial support for the development of scientific research in Arab universities, and activating the partnership between universities - as institutions of research - and between the private sector , and to emphasize on the principle of the independence of universities , and to draw a clear policy for scientific research in universities , and develop a strategy with specific goals for scientific research in the Arab countries , and the development of infrastructure and infrastructure within the state encouraging scientific research in the field of IT , and the universality of university education in the light of the knowledge economy , and put new mechanisms to encourage faculty members to conduct scientific research , the establishment of a Higher Council for Scientific Research ; featuring experts and researchers in universities and the private sector , and the adoption of clear mechanisms to commercialize scientific research results that are prepared in research institutions.
