المستخلص: يضمن تطبيق الديمقراطية التشاركية مساهمة ومشاركة المواطنين في عملية اتخاذ القرارات التي تتعلق بشؤونهم العامة. ومن بين اهم آليات تفعيل هذه المشاركة تعزيز دور تنظيمات المجتمع المدني في تبني وطرح انشغالات المواطنين والمساهمة في سن القوانين المؤطرة لحياتهم ورسم السياسات العامة والوقوف على مدى تجسيدها ميدانيا. وتعتبر الجزائر والمغرب من بين الدول التي حاولت تبني هذه المقاربة في إطار مبادراتها الرامية لإصلاحية. وتجسيدها في القوانين التي عملت على تمكين منظمات المجتمع المدني من المساهمة في تسيير الشؤون العامة. ويتجلى هذا من خلال منحها إمكانية ابداء رأيها وطرح انشغالاتها على المؤسسة التشريعية حتى تكون النصوص القانونية المؤطرة لإدارة الشأن المحلي حاملة للحلول المناسبة لانشغالاتها وطموحاتها. كما إن هذا التوجه الإصلاحي ساهم في إعطاء منظمات المجتمع المدني دورا هاما في تجسيد المشاركة والشفافية والمراقبة والمساءلة باعتبارها فاعلا هاما في إرساء مبادئ الحكم الراشد على المستوى المحلي بعضويتها في لجان مراقبة الانتخابات المحلية التي تفرز ممثلي الشعب في مختلف المجالس والأليات القانونية التي تخولها المساهمة في إدارة وتسيير الجماعات المحلية التي تؤهلها أن تكون شريكا فعالا في التنمية على المستوى المحلي.

L Algérie et le Maroc sont parmi les pays qui ont essayé d àdopter l àpproche de la démocratie participative à partir de leurs initiatives qui visent la réforme à travers des lois qui permettent aux organisations de la société civile de participer à la gestion des affaires pupliques au niveau local .
La participation de ces organisations se manifeste dans cette possibilité d éxprimer leurs points de vue et exposer leurs préoccupations devant l’institution législative qui va produire des lois qui gèrent l àffaire locale et portent des solutions adéquates aux préoccupations et aspirations de ces organisatio ns de la société civile.
Cette orientation réformiste a doté des organisations de la société civile d’un rôle à la Participation , la transparence , le contrôle et le questionnement , tend qu’un acteur principal de la
bonne gouvernance au niveau local à partir de leur présence dans les comités de contrôle des élections qui sécrètent les représentants du peuple dans les assemblées locales .
De plus ,les mécanismes juridiques vont aussi ,permettre à ces organisations de la société civile de Participer à la gestion des collectivités locales ce qui fait d élles un associé actif dans le
développement au niveau local.

Participatory democracy ensures the participation and participation of citizens in the decision-making process related to their public affairs. From among the most important mechanisms to activate this participation is strengthening the role of civil society organizations in respect to adopting and raising citizens' concerns, contributing to the enactment of laws that govern their lives, formulating public policies and determining the extent of its embodiment on the ground. Algeria and Morocco are regarded to be among the countries that have tried to adopt this approach as part of their reform initiatives. It is reflected in the laws that enable civil society organizations to contribute in respect to the running of public affairs. This is evident through granting it the possibility to express its opinion and to raise its concerns to the legislative institution so that the legal texts, that are framed for the management of local affairs, will carry the appropriate solutions for its concerns and aspirations. This reform approach has also contributed to providing civil society organizations an important role in embodying participation, transparency, monitoring and accountability as an important actor in respect to firmly establishing the principles of good governance at the local level. That is through membership in local election monitoring committees, which produce people's representatives in various councils. In addition to legal mechanisms which allow them to contribute to the management and running of local communities which qualifies them to be effective partners in development at the local level.
