المستخلص: Participatory democracy is regarded as the modern form of the democratic process that has been applied in many countries. It goes beyond traditional approaches, which give importance to the opinion of the majority as opposed to marginalizing the views of the minority of citizens. Participatory democracy considers that everyone has the right to participate in political work without exclusion but in an orderly manner.
This type of participatory governance is characterized by flexibility and effectiveness, but at the local level, we find many challenges and obstacles, such as those we find in practices of participatory democracy in local councils in Algeria. So, we try to answer questions related to the reality of participatory democracy in the local councils in Algeria.

La démocratie participative est la forme moderne du processus démocratique, elle était appliquée par plusieurs pays surtout qu’elle dépasse les approches traditionnelles.
Ces approches donnent l’importance à l’avis de la majorité du peuple vis vers ça elles négligent l’opinion de la minorité des citoyens.
La démocratie participative considère que toutes les personnes concernées ont le droit de participer dans un travail politique sans exclusion avec une manière réglementaire (organisée)
Le type de gouvernance participative comme un type se caractérise par sa flexibilité et son efficacité mais en réalité locale on trouve des défis et des obstacles tels que les pratique de ce type dans les assemblés locales en Algérie, donc cette étude essaye de répondre à plusieurs interrogations qui relient à la démocratie participative locale en Algérie.

تعتبر الديمقراطية التشاركية الشكل الحديث للعملية الديمقراطية التي طبقت في العديد من الدول، إنها تتجاوز المقاربات التقليدية، والتي تعطي الأهمية لرأي الأغلبية في مقابل تهميش آراء أقلية المواطنين. الديمقراطية التشاركية تعتبر أن كل الأشخاص معننين بحق في المشاركة في العمل السياسي بدون إقصاء
ولكن بطريقة منظمة ومهيكة. هذا النوع من الحكم التشاركي يتميز بالمرونة والفعالية، ولكن على مستوى الواقع المحلي نجد الكثير من التحديات والعراقيل مثل تلك التي نجدها في ممارسات الديمقراطية التشاركية في المجالس المحلية في الجزائر، إذن نحاول أن نجب على أسئلة ترتبط بواقع الديمقراطية التشاركية في المجالس الحلية بالجزائر.
