المستخلص: On June 19 2017, the MESC held a seminar titled Chinese-Jordanian Views on Syrian Crisis. It was attended by China's Special Envoy for the Syrian crisis Xie Xiaoyan, a delegation of the China's Foreign Ministry and some of the embassy staff in Jordan. It was also joined by Ex-Minister Dr Mohammad Abu-Hammour, Dr Jawad Al-Anani, Lieutenant-General Dr Qassed Mahmoud, Retired Major-General Dr Fayez Al-Dweiri, Mr Jawad Al-Hamad, Dr Bayan Al-Omari and Dr Abdul-Hameed Al-Kayyali. The participants discussed the dimensions of the crisis and the developments which made it a regional and international issue, with many players of different policies aligning with the people or the regime. Thus, a regional solution needs to be established, in cooperation with a new party to enforce a fresh general vision. Such a role can be played by Beijing due to its significance in global balance and the confidence that its interests in the region are neither military nor colonial. As for the Jordanian effort, the participants remarked that the kingdom coordinated with the main players to protect its own interests with reference to three aspects: the closeness of the militants to the borders, the delivery of humanitarian aid and the pressure for a conciliatory political solution with different parties. It was emphasized, first, that the dilemma should not only be dealt with from one dimension – combating terror. Rather, it should be approached from all its political, economic, security and military facets. Second, an international Security Council resolution on a comprehensive cease-fire needs to be adopted before launching a political solution. Thirdly, safe corridors and shelters shall be secured with the guarantee of the United Nations. Finally, China is urged to play an independent, efficient role in the crisis, so that Russia and the US would not impose a certain political settlement that only serves their own interests. Finally, it is recommended that Beijing benefit from Jordan's role, location and close relations with all the parties. The kingdom is not aligned to anyone, always calls for a political settlement rather than military action and exerts significant effort towards the Syrian refugees.
