|b Since the first years of Algeria’s independence, its strong presence in African continent has been remarkable, especially diplomatically, but this policy underwent changes periodically. During the Cold War, it was the ideological factor that defined Algeria’s relations with African States. In the mid-1990s, the Western Saharan issue emerged as a new factor directing Algeria’s diplomacy in Africa to gain African support to its stance on this issue. Later in 1990s, Algeria’s foreign policy, especially in Africa, declined due to many factors until it turned notable again during the Bouteflika era, but with the new target of security. With this perspective, this paper broaches the question of the development of Algeria’s foreign policy towards Africa since independence, and the variables distinguishing that developing policy in each period. The paper is arranged in three sections, with the first focusing on the core principles of Algeria’s foreign policy and emphasizing the paradox of how these principles have been stable in spite of many shifts in international politics. The paper second section addresses the bases of Algeria’s foreign policy in Africa, which were essentially ideological but also determined by the Western Saharan issue and Algeria’s internal crisis. The third section demonstrates how Algeria’s foreign policy became dynamic again after Bouteflika assumed power and showed a deep interest in developing Algeria’s foreign policy towards Africa
