المستخلص: This study seeks to identify the objectives of the UNESCO Education for All and its relationship to literacy, and display the reality of literacy in West African countries, as well submit proposals to activate literacy policies in West Africa. Through the analysis of literature documents reports relating to education for all, study has shown that the objectives of the UNESCO Education for All, is to ensure that the learning needs of all young people and adults are met, by enabling them to learn to read and write, thus improving literacy levels and allowing all to acquire key life skills. Research shows West Africa countries have the worst rates in the acquisition of reading skills among young people and adults; the ratio of literacy is less than 50% in these countries. This is due to the weakness of the provision of education in early childhood, universal primary and free education. Among the most important ways to activate literacy policies in West Africa is: The principle of free and compulsory education at the basic levels, increased government allocation for education, of about 3%. For literacy, the launch of ongoing local campaigns, awareness programs for literacy, in villages and towns, are most commonly used among people of local languages in the official curriculum, many countries such as: Poland, Singapore, North Korea, Moldova and others have had success using similar techniques
