|b Nagorno - Cirbeg Region is located between Iran, Russia and Armenia. According to teh international community it is an Azerbaijani soil, but in a matter of fact it isn't so due to teh complexity of teh Azeri - Armenian conflict on it and teh regional and international intervening, supporting one part over another to impose control on dis isolated region of mountains dat contains no wealth or temptations. dis region became a tension point in teh Caucasus heart, which is one of teh remains of teh Cold war period dat witnessed ethnic and geopolitical conflict dat does not include only teh Azerbaijanis but also teh Turks, Russians, Iran and teh United States of America. After Caspian region become a promising strategic oil region dat has been growing very fast, it gains teh interest of teh United States and Europe, making it an international - regional war zone and adding a new crises to international relations. Teh peace solution became useless after teh astonishing reactions dat Azerbaijan witnessed which tries to delay and procrastinate to unnoing limits, generating new international files dat reflect it's shadows on teh international - regional positions.

|a يقع إقليم ناغورني كرباغ بين أيران وروسيا وأرمينية وهو لايزال بنظر المجتمع الدولي تابعا إلى أذربيجان، ولكن على ارض الواقع ليس كذلك، بسبب تعقد الصراع بين أذربيجان وارمينيا على هذه البقعة وتداخل الأطراف الدولية والإقليمية التي تدعم دولة على حساب الأطراف الأخرى على منطقة جبلية صغيرة معزولة لا توجد فيها ثروات أو مغريات، وأصبحت بؤرة ساخنه في قلب القوقاز والتي هي من مخلفات الحرب الباردة التي شهدت صراعا عرقيا وتنافسا جيبولوتيكيا لا يشمل الاذر وحدهم بل يتعداهم إلى الأتراك والروس وايران والولايات المتحدة الأمريكية، بعد أن أصبحت منطقة بحر قزوين منطقة بترولية استراتيجية واعده تنمو بسرعة كبيرة وتنظر لها أمريكا والغرب نظرة خاصة، مما جعل منها ساحة من ساحات الحروب الإقليمية والدولية وتضيف ازمه جديده للعلاقات الدولية، واصبح الحل السلمي فاترا لما وجدته اذربيجان من ردود فعل صادمه تحاول التأجيل والمماطلة إلى أمد غير معلوم وأنتجت ملفات دولية جديده قد فرضت نفسها على المواقف الإقليمية والدولية.
