|a تشكل الجمعيات التعاونية الفلاحية وسيلة فعالة للنهوض بواقع القطاع الزراعي، نظراً لكونها إحدى عناصر السياسة الزراعية التي تؤدي دوراً مهماً في تنمية وتطوير الإنتاج الزراعي بشقيه النباتي والحيواني، فضلاً عما تؤديه في مسيرة التنمية في العراق لاسيما للتنمية الريفية، فمن خلالها يمكن تنظيم المجتمع الريفي وزيادة الإنتاج الزراعي، ومن ثم تحسين دخل الفلاح ووضعه الاجتماعي. ويعد العراق من الدول التي أولت اهتماماً بالجمعيات التعاونية الفلاحية ابتداء من إصداره قانون الإصلاح الزراعي وما تلته من قوانين أخرى، إذ أكدت تلك القوانين على ضرورة العمل التعاوني في القطاع الزراعي وإقامة جمعيات تعاونية فلاحية تمارس مختلف الأنشطة الاقتصادية الزراعية سواء فيما يتعلق بالإنتاج الزراعي أم التجهيزات الزراعية أم التسليف والتسويق التعاوني، وخدمات المكننة الزراعية وغير ذلك من الخدمات. إلا أن الجمعيات التعاونية الفلاحية بقي دورها محدود في العراق ولم ترتق إلى مستوى الطموح في تطوير واقع القطاع الزراعي، وهذا يعود إلى العديد من المعوقات التي آخذت تواجهها والتي منها قلة الاهتمام والدعم الحكومي لها، والافتقار إلى الكفاءات الإدارية إلى جانب قلة تمويلها وغيرها من المعوقات الأخرى.

|b The farming cooperative associations form an effective means for the advancement of the agricultural sector, due to being one of the elements of agricultural policy, which play an important role in the development of agricultural production, both plant and animal, as well as in the development process in Iraq, especially for rural development, and through it the rural community can be organized and increase its productivity, and then improve the income of the farmer and his social position. Iraq is one of the countries that has paid attention to the agricultural cooperative associations from issuing the agrarian reform law which was followed by others. These laws emphasized the need for such collaborative work in the agricultural sector and the establishment of farming cooperative societies which practice various agricultural economic activities both in terms of agricultural production ,or agricultural equipment, or credit and cooperative marketing, and farm mechanization services and others. However, the agricultural cooperative associations role remained limited and did not ascend to the level of ambition in the development of the agricultural sector reality, this is due to the many obstacles prevent, including the lack of attention and government support, and a lack of managerial competencies in addition to a lack of funding and other constraints.
