المستخلص: تهدف هذه الدراسة إلى التعرف على أهم العوامل المؤثرة في توجهات السياسة الخارجية التركية تجاه المنطقة العربية منذ وصول حزب العدالة والتنمية إلى سدة الحكم في تركيا عام 2002 م ولغاية عام 2012 م، منطلقة من فرضية مؤداها: أن التفاعل بين رؤية تركيا لدورها السياسي الخارجي من جانب "متغير مستقل"، وإدراكها لمكانتها الإقليمية والدولية من جانب آخر "متغير تابع"، خلق مستويات من الفرص والتحديات في مواجهة هذا الدور. "أي أن هناك علاقة طردية بين الدور التركي في السياسة الخارجية والمكانة التركية على سلم القوى الإقليمية والدولية، "كما أن السياسة الخارجية التركية شهدت تحولا ملحوظا تجاه الأحداث التي تمر بها المناطق المجاورة لتركيا عموما ومنطقة الشرق الأوسط وعلى رأسها المنطقة العربية على وجه الخصوص وذلك بعد صعود حزب العدالة والتنمية ووصوله إلى سدة الحكم في تركيا. اعتمدت الدراسة على المنهج التاريخي والوصفي في تحليل ومعرفة الوقائع والأسباب والعوامل التي أدت إلى التوجهات الجديدة للسياسة الخارجية التركية تجاه قضايا المنطقة العربية السياسية والاقتصادية. وخلصت الدراسة إلى أن التوجهات الجديدة للسياسة الخارجية التركية بعضها مرتبط بالوضع الداخلي في تركيا متمثلة في صعود حزب العدالة والتنمية ذو الجذور والخلفية الإسلامية لسدة الحكم، وهذا يتفق مع الفرضية التي انطلقت منها الدراسة، والبعض الآخر مرتبط بالوضع الإقليمي في منطقة الشرق الأوسط، لا سيما بعد اندلاع ثورات الربيع العربي، فيما ترتبط عوامل أخرى بوضع دولي متعدد الأطراف.

This study aims at identifying the most important influential factors in the attitudes of Turkish foreign policy toward the Arab Region since the advent of Justice and Development party to the rule in Turkey in 2002 to 2012. The study is based on the hypothesis Flying from the premise to the effect: that the interaction between the vision of Turkey's political role outside of the ’’independent variable", and realizing regional and international status of the other side ’’dependent variable", creating levels of the opportunities and challenges in the face of this role. "This means that there is a direct correlation between the role Turkish in Turkish foreign policy and position on the ladder of regional and international powers , also "The Turkish foreign policy has seen a marked shift towards the events in the neighboring regions of Turkey in general and the Middle East, especially the Arab region in particular, after the rise of the Justice and Development Party, and his arrival to power in Turkey. The study was based on the historical and descriptive approach in the analysis and identification of facts, reasons and factors which led to the new attitudes of the Turkish foreign policy toward the political and economic issues of the Arab Region. The study concluded that some of the new attitudes of Turkish foreign policy are related to the internal situation in Turkey represented in the rise of Justice and Development Party, whose roots and background are Islamic, to the rule. This agrees with the hypothesis from which the study stemmed and the other things are connected with the regional situation in the Middle East Region, especially after the eruption of the revolutions of the Arab Spring, while other factors are connected with multi-lateral international situation.
