عرفت البشرية أشكالاً متعددة من التمييز ضد المرأة، اختلفت من دولة إلى أخرى لذا ظهر الاهتمام بقضية المرأة عالمياً وإقليمياً بواسطة طرح جميع الإشكاليات المتعلقة بحقوقها على نطاق الأصعدة الوطنية والإقليمية والدولية وذلك بعقد المؤتمرات والاتفاقيات الدولية والإقليمية من أجل تمكين المرأة في جميع المحافل المجتمعية. ولاسيما المرأة المعاقة التي تعاني الكثير من المعوقات التي تحول دون الحصول على حقوقها، لا شك أن مشكلة نظرة المجتمع للمرأة المعاقة وعدم الاعتراف بحقوقها التي كفلها الشرع والمواثيق والاتفاقيات الدولية هي من القضايا المعاصرة التي فرضت نفسها على المجتمعين الدولي والوطني، اهتم الموضوع بتمكين المرأة المعاقة في منظومة المملكة العربية السعودية، للمجهودات التي بذلت من أجل تقنين أوضاع المعاقين لا سيما النساء، من الناحية الصحية والرياضية والتعليمية والاقتصادية وتوفير فرص العمل المناسبة من أجل دمجهم في المجتمع، وقد تم استخدام المنهج الوصفي التحليلي المقارن لتحقيق الهدف من الموضوع ألا هو التعرف على منظومة تمكين المرأة المعاقة في المملكة العربية. ومقارنتها بالاتفاقيات الدولية. للوصول لحلول مأمولة في المستقبل القريب لقضاياها، لا سيما الاتفاقية الدولية لحقوق الأشخاص ذوي الإعاقة 2008م، وأشارت نتائج الدراسة إلى وجود نظام لذوي الإعاقة مع انضمام المملكة العربية للاتفاقيات الدولية ذات الصلة. وفي ضوء النتائج التي توصلت إليها، أوصت الدراسة بالعمل عل تعزيز فعالية أنظمة الإعاقة ووضع أحكام تتناسب مع المرأة المعاقة والمتابعة في تطبيقها على أرض الواقع، مع التحديث الدوري لتلك الأنظمة لمعالجة أوجه القصور.
Humanity has known many forms of discrimination against women. Their forms varied from one country to another. Therefore, attention has been given to the issue of women globally and regionally through the presentation of all issues related to their rights at the national, regional and international levels through holding international and regional conferences and conventions to empower women. There is no doubt that the problem of society’s perception of women with disabilities and the lack of recognition of their rights guaranteed by Sharia charters and conventions is a state of contemporary issues. The Kingdom of Saudi Arabia has made an effort to regulate the conditions of women, especially women, in terms of health, economics, sports and education, and to provide suitable employment opportunities for their integration into society. The comparative analytical descriptive approach has been used to achieve the goal. The objective of the Saudi is to identify the system of empowering disabled women in Saudi Arabia and compare them with the international conventions on the rights of persons and disabilities. The results of the study indicate that there is a system for the disabled with the kingdom’s accession to the relevant international conventions. In light of the findings of the study, the study recommended working on enhancing the effectiveness of disability system and developing provisions suitable for women with disabilities and follow-up in their application on the ground with regular updating of these systems to address shortcomings.
