|a هدفت هذه الدراسة إلى التعرف على مدى جاهزية القطاعات الحكومية متمثلة في بنك فيصل الإسلامي السوداني "دراسة الحالة" باعتباره عضو أصيل في الحكومة الإلكترونية لتقديم الخدمات إلكترونيا للمستفيد السوداني وذلك من خلال توفير البنية التحتية بأحدث ما توصلت إليه تقنيات الاتصالات والمعلومات ومدى توافر مقومات العمل المصرفي الإلكتروني بغرض الكشف عن دوره في تعزيز وتطوير نظم الدفع والتجارة الإلكترونية والتحول إلى المجتمع الرقمي ونشر الثقافة المعلوماتية وكيفية الاستفادة من الخدمات الإلكترونية. كذلك التعرف على تحديد الفجوة بين الثقافية المعلوماتية الحالية للمستفيد السوداني وما ينبغي عليه أن يكون في إطار قياس عالمي والتعرف على معوقات توظيف الحكومة الإلكترونية لتحقيق نشر الثقافة المعلوماتية للمستفيد السوداني. \nوقد تمثلت مشكلة الدراسة السؤال الرئيسي:\nما هي تأثيرات الحكومة الإلكترونية على الثقافة المعلوماتية للمستفيد السوداني وسلوكه؟\nوتفرعت منه عدة أسئلة فرعية منها:\n١. ما هي إنجازات حكومة السودان الإلكترونية وتأثيرها على الثقافة المعلوماتية للمستفيد؟\n٢. ما نوع الخدمات المعلوماتية التي يقدمها بنك فيصل الإسلامي السوداني للمستفيدين، وهل هذه الخدمات يمكن أن تسهم في الثقافة المعلوماتية للمستفيد السوداني؟\n٣. ما هي المجهودات المبذولة في مجال التشريعات؟\nوللتعرف على هذه المشكلة قامت الباحثة بإعداد استبانة مكونة من جزئين شملت ٢٦ (ستة وعشرون) سؤال الجزء الثاني عبارة عن ملومات الدراسة الأساسية.\nوظف الباحث المنهج الوصفي التحليلي باستخدام دراسة الحالة، ثم وزعت الاستبانة على عينة قصدية مكونة من ٣٠ (ثلاثون) فردا لمجتمع الدراسة الذي يتكون من رؤساء الأقسام والمحاسبين والإداريين والموظفين ببنك فيصل الإسلامي السوداني بفروعه الثلاث (الخرطوم= بحري- أم درمان).\nولتحقيق أغراض الدراسة استخدمت الباحثة أدوات جمع البيانات كالمقابلة والملاحظة التي تعتبر إحدى الطرق الأساسية في تجميع البيانات كما استفادت الباحثة من التقارير الحكومية وخطط الدولة المعلوماتية ٢٠١٧- ٠٢٠ ٢ م كما أفردت الباحثة فصل لدراسة الحالة ببنك فيصل السوداني وتحليل صحيفة الاستبيان واستعرض الوضع الراهن بتحليل صحيفة الاستبيان وتحليل نتائجها وتحليل المضمون وعرض النتائج وتفسيرها.\nأهم النتائج:\n١. عدم تنفيذ مشروع التوقيع الإلكتروني.\n٢. استغلال الإمكانيات المتاحة في البنية التحتية المعلوماتية وتفعيلها.\n٣. وجود شبكة قومية للمعلومات تغطي عدد كبير من المؤسسات الحكومية.\n\nالتوصيات:\n١. تضافر الجهود التثقيفية والتعليمية لتغيير ثقافة المجتمع السوداني وعملاء المصارف لقبول التغيير في العمل المصرفي الإلكتروني ومواكبة التكنولوجيا المتطورة.\n٢. نشر الثقافة الإلكترونية في المجتمع لتصبح أداة تعامل بين جمهور المستفيدين لتوفير مزيد من الشفافية والمعلوماتية.\n

|f This study aimed to identify the extent of readiness of government sectors represented in the Faisal Islamic Bank of Sudan "case study" as an original member of the e-government to provide services electronically to the Sudanese beneficiary by providing the infrastructure with the latest technologies of communication and information and the availability of the elements of electronic banking to reveal its role in promoting and developing payment systems, e-commerce, transformation into a digital society, spreading information culture and how to benefit from electronic services. It also aims to identify the gap between the Sudanese beneficiary's current information culture and what should be within the framework of global measurement and identify the obstacles of employing e-government to achieve the dissemination of information culture for the Sudanese beneficiary.\nThe study problem is the main question:\nWhat are the effects of e-government on the information culture of Sudanese beneficiary and his behavior?\nIt followed several sub-questions, including:\n1. What are the achievements of the e-Government of Sudan and their impact on the beneficiary's information culture?\n2. What kind of information services are provided by Faisal Islamic Bank of Sudan to beneficiaries, and can these services contribute to the Sudanese beneficiary's information culture?\n3. What are the efforts made in the area of legislation?\nTo identify this problem, the researcher prepared a two-part questionnaire that included 26 (twenty-six) questions; part two questions are basic study information.\nThe researcher employed the descriptive-analytical method using the case study and then distributed the questionnaire to a sample of 30 (thirty) members of the study community consisting of heads of departments, accountants, administrators, and employees of the Sudanese Faisal Islamic Bank with its three branches (Khartoum = Bahari-Omdurman).\nTo achieve the purposes of the study, the researcher used data collection tools such as interviews and observation, which is one of the basic methods of data collection. The researcher also benefited from government reports and state information plans 2017 - 2 020. The researcher also devoted a chapter to study the case at Faisal Bank of Sudan and analyzed the questionnaire and reviewed the current situation by analyzing the questionnaire and analyzing its results and analyzing the content and presenting the results and interpreting them.\nMost important results:\n1. Failure to implement the electronic signature project.\n2. Exploiting and activating the capabilities available in the information infrastructure.\n3. The existence of a national information network covering a large number of government institutions.\nRecommendations:\n1. Unite educational efforts to change Sudanese society's culture and banking customers to accept change in e-banking and keep pace with advanced technology.\n2.
