المستخلص: هدفت الدراسة للتعرف على الحاضنة التكنولوجية ودورها في تطوير المشاريع الصغيرة في فلسطين بالمقارنة بين حاضنة الجامعة الإسلامية وحاضنة الكلية الجامعية للعلوم التطبيقية وإظهار مدى قدرة الحاضنة على تطوير إمكاناتها لتمكن المشاريع الصغيرة من تحقيق نموها، واعتمدت الدراسة المنهج الوصفي التحليلي، واستخدمت المقابلة والاستبانة كأداتين رئيستين لجمع البيانات، وتكون مجتمع الدراسة من المشاريع المحتضنة والبالغ عددهم (150) مشروعاً، حيث تم استخدام طريقة الحصر الشامل. تم تطوير الاستبانة لتقوم بفحص طبيعة وآلية التعامل مع المشاريع التي يتم احتضانها في الحاضنتين وقد تم استرداد 125 استبانة بنسبة 83.3%. كما وتم عقد مقابلات مع مدراء الحاضنتين بهدف الإلمام بالآلية المفصلة التي يتم من خلالها احتضان المشاريع الصغيرة ونوعية الدعم الذي يقومون بتقديمه. وقد خلصت الدراسة إلى وجود علاقة طردية قوية بين دور الحاضنة التكنولوجية وتطوير المشاريع، وتبين أن من أعلى العوامل التي يمكن أن تؤدي إلى نجاح حاضنة الجامعية الإسلامية هي العلاقة بين الإرشاد الفني والتقني للمشروعات ودور الحاضنة بنسبة 80 %، وأقل نسبة هي العلاقة بين مدى تأثير نموذج الحاضنة المستخدم على مخرجات عملية الاحتضان ودور الحاضنة بنسبة 65 %، وتبين أن من أعلى العوامل التي يمكن أن تؤدي إلى نجاح حاضنة الكلية الجامعية هي العلاقة بين دعم وتطوير المشاريع الصغيرة ودور الحاضنة بنسبة 91%. وأوصت الدراسة بالعمل على إيجاد علاقة تعاون بين الجامعات والمعاهد كمصدر لخلق الأفكار وبين الحاضنة كمكان لتجسيد الأفضل منها، والاهتمام بالمخرجات، وتفعيل دور الحاضنات التكنولوجية من خلال توجيه رواد الأعمال وترويج منتجاتهم، وتبني نظم متطورة في التقييم والمتابعة لمعدلات أداء المشاريع الريادية المحتضنة.

The study aimed to identify the technological incubator and its role in the development of small projects in Palestine as a comparison between the Islamic University incubator and incubator of the University College of Applied Sciences, and to demonstrate the ability of the technological incubator to develop their potentialities and capabilities to enable small projects to achieve growth. The data was collected from various sources adopting the descriptive and analytical approach to conduct the study, using the interview and questionnaire as major tools for data collection. The study population consisted of incubated projects (150 project), and the comprehensive inventory method has been used. A Questionnaire was developed to examine the criteria adopted by the incubators investigated. 125 questionnaires were recovered (83.3% of the total questionnaires distributed), interviews have als been conducted with the incubators' executive managers in order to understand the detailed criteria by which the small projects are being dealt with and the type of support they receive. The study concluded that there is a strong positive correlation between the role of technological incubator and the development of projects. It has showed that the top of the factors that can lead to the success of the Islamic university incubator is the relationship between the technical guidance of the projects and the role of the incubator by 80%. The lowest rate is the relationship between the extent of the impact of the used model incubator on the incubation process outputs and the role of the incubator by 65%. It has been indicated that the top of the factors that can lead to the success of the incubator of the University College is the relationship between the support and development of small projects and the role of the incubator by 91%. The study recommended working on bridging the cooperation between universities and institutes as a source for creating ideas for the incubator as a place to embody the best of them. Moreover, more attention for outputs of incubation process needs to be paid, beside activating the role of technology incubators by guiding entrepreneurs and contributing to the promotion of their products. Finally, the study recommended to adopt advanced systems in the evaluation and follow-up of the rates of entrepreneurship performance in the light of the specified goals.
