المستخلص: تعد ظاهرة الإرهاب من الظواهر التي تحولت إلى حقائق موجعة وحقائق مواجهة مستمرة تهدد الأمن والحياة بكل معانيها، مما دعا كافة الفاعلين الدوليين من المنظمات والدول إلى تكثيف الجهود لضرب الإرهاب كما هو يضرب ولكن بوسائل شرعية لذا تم عقد العديد من الاتفاقيات الدولية والبروتوكولات المكملة في مختلف مجالات مكافحة الإرهاب. كما تحولت العديد من هذه الجهود إلى قرارات دولية على مستوى منظمة الأمم المتحدة كجمعية عامة ومجلس أمن بل ومنتدى عالمي لمكافحة الإرهاب ومركز دولي لمكافحة الإرهاب، إلا أن حقيقة التفاعل الأكبر كانت من خلال إطلاق مجلس الأمن للعديد من القرارات الخاصة بالمكافحة منذ هجمات تنظيم القاعدة على الولايات المتحدة عام ٢٠٠١ وإيذان البدء بحرب معلنة ضده. ولأن تلك القرارات لم تكن كافية أسترسل مجلس الأمن باستصدار ما يعدل بعضها وما يسند إعمال البعض الآخر منها فتتابعت قرارات المجلس في مكافحة الإرهاب ومنع تمويله. ولم يكن ذلك كفيلاً أيضاً بتحقيق المكافحة لحقيقة ترسخت جذور أفكارها تحت عباءة الإسلام في عقول المتطرفين من الإرهابيين فكانت شدة نتائج تلك القرارات تواجه بارتفاع مستوى التطرف الإرهابي وأتساع رقعة وجوده واستفحال آثاره وكان آخرها ما حصل في سوريا منذ ٢٠١١ ولحد الآن والعراق منذ ٢٠٠٣ وذروته عام ٢٠١٤ ولحد الآن. وكنتيجة لاهتمام المجلس بالوضع في هذين البلدين وتحديداً العراق الذي أستصدر له المجلس عدداً من قراراته لمساندته في مكافحة الإرهاب أصدر المجلس آخر قراراته في ذلك أيضاً بالرقم (2178) لعام ٢٠١٤ الخاص بمنع تدفق المقاتلين الإرهابيين الأجانب إلى كلا البلدين ، وفيه حث الدول على الالتزام بكل قراراته السابقة في مكافحة الإرهاب وطلب إليها أيضاً الانضمام على وجه السرعة لكافة الاتفاقيات والبروتوكولات ذات الصلة بل والعمل على سن القوانين الواجبة لمكافحته وتفعيل جهاتها المختصة في اتخاذ التدابير الواجبة لتنفيذ القرار الذي أدخل تحديثاً على تجريم بعض الأفعال المرتبطة بالإرهاب.
