يعنى الفكر السياسي بتنظيم الحياة في مجتمع ما، في كل جوانبها، في حين أن الفلسفة السياسية معبرة عن شخصية من يتولى شأنها، وهي تمثل الخبرات التي عاشها خلال مدة حياته. والفلسفة السياسية قد تتناول الفكر السياسي، ومن أهم موضوعاته هي السلطة. وعبر التاريخ، ظهر عدة مفكرين، تناولوا تطوير الفكر السياسي، منهم المفكر والفيلسوف جون لوك (١٦٣٢- ١٧٠٤)، وهو أحد أعلام الفلسفة الحديثة والليبرالية الفردية، والممثل لمذهب الإدراك الحسي، وأحد مناصري الحرية، والمهتم بنظرية المعرفة، وبمشكلات المجتمع والدولة، وأثرت أعماله في تطور الفكر الفلسفي والسياسي الحديث والمعاصر، ولا سيما تعلق منه بالحرية الفردية. وأبرز ما تناوله جون لوك هو نظرية الفصل بين السلطات، وهو مؤسس فكرة التسامح، وفكرة الدولة المدنية، فضلا عن نظرية العقد الاجتماعي لتطور الدولة.
