|b The Paper Aims to prove that the Foreign Capital Flows acti¬vate Egyptian Capital Markets 1990 - 2005. The paper divided into three Sections: 1- The Globalization of Emerging Capital Markets. 2- The Effect of Capital Flows on Capital Markets (Theoretical Framework). 3- Measure the Effect of Capital Flows on Issues & Stock Mar¬ket. This paper sheds light on the performance of issues & stock markets in Egyptian markets 1990 - 2005 The Paper Use Multi Regression Analysis & proved That Foreign Direct Investment (FDI) had A positive relationship with capital market authority index, this means that FDI activate Is¬sues Market & also Stock market but under Condition. The Paper Use Multi Regression Analysis & proved That Portfolio Flows (trading of Foreigners) activate Stock when Purchasing markets is more than Selling, But the opposite could lead to decreasing in indexes 7financial crises, So to avoid Crisis in Capital Market, you Should have Risk Management Office & Study the Behavior of Foreign Portfolio & increase Disclosure & public awareness.
