المستخلص: رأس المال البشري هو جزء من الموارد البشرية الإجمالية للمنظمة يتميز بالذكاء والخبرة والمهارات الخاصة والقدرة على التعلم والابتكار إضافة إلى الدافعية الذاتية للعمل، كل هذا يجعل هذا الجزء من الموارد البشرية ليس بالعبء على تكاليف المنظمة بل يمثل استثمارا حقيقيا للمنظمة، يدفع بها إلى الاستمرارية في النشاط ويمنحها مزايا تنافسية في السوق. وقد بدأ استخدام هذا المصطلح كما رأينا منذ أوائل الستينات من القرن العشرين، من خلال كتابات كل من (Theodore Schultz) سنة 1961، والذي أحدث انقلابا في المفاهيم الاقتصادية بتقديمه نظرية الاستثمار البشري، وكذلك كتابات (Gary Becker) سنة 1964، والذي أوضح بطريقة عملية كيفية استخدام هذه المفاهيم النظرية كأداة للتحليل في اقتصاديات الاستثمار في رأس المال البشري، إضافة إلى المساهمة القيمة ل (Jacob Mincer) من خلال النموذج الذي قدمه في مجال نظرية رأس المال البشري.
تعرفنا من خلال هذا الموضوع على مفهوم الاستثمار في رأس المال البشري وعلى مستويات قياس رأس المال البشري في المنظمة، إضافة إلى كيفية رفع قيمة العائد على الاستثمار في رأس المال البشري من خلال: ربط رغبات العاملين بالنتائج التي تريدها المنظمة، والاقتراب من منظور العاملين، وتفعيل عملية الاستثمار في رأس المال البشري واستراتيجيات بناء الولاء التنظيمي للمحافظة على الاستثمار البشري.
كما تعرفنا من خلال هذا البحث على أن المقصود بالميزة التنافسية بصفة عامة هو التفوق والتميز الذي تصل إليه المنظمة مقارنة بمنافسيها، والناتج عن صياغة وتطبيق استراتيجية معينة للتنافس، تستغل من خلالها المنظمة ما تتميز به من موارد وإمكانيات (بما فيها الإمكانيات والموارد البشرية) بطريقة مبدعة من أجل الحصول على منتجات وخدمات تحقق لها حصة سوقية أكبر وتفتح لها أسواق جديدة. وأنه يمكن للمنظمة أن تحصل على ميزة تنافسية مستمرة عبر الزمن من خلال أربعة خصائص أساسية يجب أن تتوفر في رأس المال البشري وهي: أن يضيف رأس المال البشري قيمة إلى المنظمة، وأن يتميز بكونه نادر، وألا يمكن تقليده من قبل المنافسين، وأن يكون رأس المال البشري مورد أصيل في المنظمة بحيث لا يمكن استبداله بأي مورد آخر مكافئ له في الخطة الاستراتيجية.
في آخر البحث حددنا قيود تطبيق المفاهيم الاقتصادية للاستثمار البشري لتحقيق ميزة تنافسيه للمنظمة، وللتغلب على تلك القيود يقترح مستويان للحلول، يتعلق أولهما بالجانب الاتجاهي والمفاهيمي للمنظمات ناحية رأسمالها البشري، وثانيهما فيتعلق بالجوانب المنهجية والتطبيقية، وذلك كما يلي:
-الجانب الاتجاهي والمفاهيمي يتضمن ضرورة تغيير نظرة المنظمات واتجاهاتها ناحية رأس مالها البشري، ويتم هذا من خلال إدراك المنظمات للموارد البشرية كأصول يمكن تقييمها والاستثمار فيها لزيادة تنافسيتها واكتسابها ميزة تنافسية من خلال هذه الموارد البشرية. وأيضا يجب أن تدرك المنظمات الاختلافات الفردية لمواردها البشرية، ومن ثم تسعى إلى تنمية أساليب وسياسات استراتيجية مختلفة تتناسب مع هذه الاختلافات.
-الجاب المنهجي التطبيقي: من خلال إدراك المنظمة لأهمية رأس المال البشري كأصل مثله مثل الأصول الأخرى في المنظمة، وأن الاختلافات الفردية لهذه الموارد سيؤدي بها إلى السعي للتكيف مع هذه المفاهيم والاتجاهات الحديثة. ومن أولى الإجراءات التطبيقية التي يمكن للمنظمة أن تتخذها لإحداث هذا التكيف هو محاولة تعديل النظم المحاسبية التقليدية لتعكس هذه المفاهيم، من خلال قبول فكرة أن الموارد البشرية هي أصول وليس نفقات يجب الحد منها، أيضا لابد من إيجاد طرق محاسبية جديدة للاستهلاك غير الطرق التقليدية تعكس الطبيعة والخصائص المميزة للموارد البشرية، وتعكس معدل الخطر العالي للاستثمارات في رأس المال البشري

The Human capital is a part of the organization's overall human resources, which is characterized by the intelligence, the experience, the special skills, the capacity of education and creativity, as well as the self-motivation for working. This does not make this a part of the human resources a burden on the Organization but a real investment to the Organization, which push it toward the continuity in the activity and provide it with the competitive advantages in the market. This term has been used since the early 1960s of the twentieth century through the writings of Theodore and Schultz in 1961. This created a great turn in the economic concepts by introducing the theory of human investment, as well as the writings of Gary Becker in 1964, who illustrated the usage of these theoretical concepts as a tool for the analysis in the investment economics of the human capital. In addition to Jacob Mincer's valuable contribution through his model in the field of the human capital theory.
In this context, we have identified the concept of the investment in the human capital and the levels of the human capital measurement in the organization, as well as how to increase the return of the investment in the human capital by linking the desires of the employees with the results desired by the organization, and being close to the employees' perception, as well as activating the investment process in the human capital and the establishment strategies of the organizational loyalty. This is in order to maintain the human investment.
In this research, we also learned that the competitive advantage in general is the superiority and the excellence of the organization compared to its competitors. Besides, it is the return of the formulation and the application of a particular strategy of the competition, through which the Organization exploits its resources and possibilities (including the potentials and the human resources) creatively. This is in order to obtain the products and the services that have a greater market share and open up new markets. The Organization can obtain a continuous competitive advantage over time through the four basic characteristics that the human capital must have. It includes that the human capital should add value to the Organization, to be unique, the human capital should not be replaced by any other equivalent resource in the Strategic Plan.
At the end of the research, we identified the limitations of applying the economic concepts of the human investment to achieve a competitive advantage for the organization. In order to overcome these constraints, two levels of solutions are proposed. The first concerns the attitude and the conceptual aspects of organizations in terms of their human capital. The second concerns the methodological and the applied aspects, as follows:
- The trend and the conceptual dimensions include the need to change the organizations' view and direction towards their human capital. This is done through the awareness of the human resources organizations as assets that can be evaluated and invested to increase their competitiveness and gain the competitive advantage through these human resources. Organizations must also be aware of the individual differences of their human resources and therefore seek to develop the different strategic approaches and policies which is appropriate to these differences.
- The applied methodological dimension : the organization's recognition of the importance of the human capital as an asset like other assets in the organization, and that the individual differences of these resources will lead to the adaptation to these new concepts and trends. One of the first applying measures that the Organization should do to create such adaption is the trial to modify the traditional accounting systems to reflect these concepts. This is by accepting that the human resources are the assets rather than expenses that must be reduced. We should also find methods for the consumption other than the traditional methods that reflect the nature and characteristics of the human resources. This reflects the high risk rate of the investments in human capital.
