لا يمر تقريبا يوما إلا وتطلعنا الصحف الوطنية ووسائل الإعلام الأخرى عن وقوع حوادث مرور عبر الطرق الوطنية في مختلف المناطق وفي فترات متفاوتة من الزمن والفصول، حاصدة أعدادا متزايدة من الأرواح، مكلفة خسائر مادية كبيرة في العتاد والمركبات، ومكبدة الاقتصاد الوطني نتائج وخيمة، ومخلفة للإدارة، قضاءا وأمن من شرطة ودرك وللمؤسسات التأمين ملفات كبيرة للمعالجة وفي تزايد مطرد، وللصحة العمومية ميزانية إضافية معتبرة. إضافة إلى هذه النتائج لا يجب النسيان ما يصيب العائلات جراء هذه الظاهرة من آلام نفسية ومخلفات اجتماعية، جراء فقدان أحد أفراد العائلة وأحيانا فقدان أسر كاملة. تجدر الإشارة إلى أن المتوفون في هذه الحواد بالنسبة لعائلاتهم سواء كان هؤلاء متسببين في الحواد أو متضررين وغير متسببين، فهم حسبهم ضحايا، ضحايا حادث أودى بحياة ذويهم، وذهابهم دون رجعة، وبدون سابق إنذار أو إشعار، قد تحرم الأم من أبنها، وتحرم الزوجة من زوجها ويحرم الأبناء من آباءهم، فلا يحرم كل هِّؤلاء من وجود أحد أعز أفراد العائلة فحسب، بل يحرمون أحيانا من معيل ومسؤول، ومن لقمة عيش، حيث كان هذا المسؤول شغوفا بإحضارها وحريصا على توفيرها. إن شكل جديد من العنف الاجتماعي الذي ينهش كيان المجتمع، يضاف إلى الأشكال الأخرى التي ما فتئت تجعل من المجتمع في هشاشة باستمرار. La violence se manifeste aujourd’hui partout dans notre société, elle s’inscrit dans différentes espaces sociaux, elle comporte plusieurs faces et connait une succession d’étapes différentes, à chacune de ses étapes correspondent des formes de violences particulières qui ne sont à leur tour qu’un reflet de l’état des structures sociales et économiques. L’une des formes de violence de société qui se montre chaque jour, les accidents de la route qui marquent le quotidien des algériens. De nombreuses familles subissent les conséquences de cette violence et l’enchainement de tous les malheurs, physiques, moraux, matériels et judiciaires. Dans un contexte de transformation et de mobilité sociale très accélérée, la violence sur les routes s’installe insupportablement dans notre société, déjà fragilisée par d’autres phénomènes et problèmes sociaux avec un potentiel de plus en plus important. Almost every day national newspapers and other media have been watching national traffic accidents in different areas and at varying periods of time and seasons, collecting increasing numbers of lives, costing considerable material losses in equipment and vehicles, inflicting the national economy dire consequences, and retarding the administration of judiciary and security of the police and gendarmerie. Such accidents are also inflicting large files for addressing on insurance institutions and in a steady increase, and a significant additional budget on the public health. In addition to these results, we should not forget what affects families due to this phenomenon of psychological pain and social consequences, caused by the loss of a family member and sometimes the loss of entire families. It should be noted that those who died in these accidents for their families, whether they cause injury or harm and are not causing, are considered victims, victims of an accident that claimed the lives of their loved ones, and go without return, without warning or notice. They may deprive the mother of her son, deprive the wife of her husband and deprive children of their parents. Not only are they deprived of one of the best family members, they are sometimes deprived of a breadwinner, a responsible, and a living, which he was eager to bring and keen to provide.
