المستخلص: Recent years have seen a rapid opening up and integration of developing countries into the world economy to a degree unprecedented in modern history. There is a growing concern that, over the last quarter of a century, the" policy space "available for the developing countries has shrunk so much so that their ability to achieve economic development is being threatened. Although there is no doubt that liberalization brought benefits in several areas, particularly through international trade and investment, While these challenges have placed a growing demand on policy makers and called for greater flexibility in the policy-making process, whereas many of the traditional instruments of development and macroeconomic policy have become ineffective or simply unavailable because of a proliferation of international rules, obligations and practices. Consequently questions have been raised about whether the entrance of developing countries to these rules will lead to shrinking or eroding their policy space ?, which represents the study hypothesis. For testing this issue the study divided to five main points beside the conclusions and recommends, first: the evolution of policy space under the theory of economic policy, second: The historical evolution of policy space, Third: discus the constraints exerted by multilateral agreements (rules) and practices on policy space in six key areas: industrial tariffs, industrial subsidies, investment and technology policies, macroeconomic policies and official financing, It takes up the implications of capital account liberalization and the conditionalities imposed by the lending practices of multilateral financial agencies for monetary and fiscal policies, lastly: macroeconomics and aids. Fourth: it focuses on the sources of the constraints, the rationale for regional and Bilateral agreements and their relative impact on policy space in developing countries. Fifth: discus the evaluation of likely benefits and losses which comes up from loosing developing countries their policy space due to joining the arrangements of international economic rules (multilateral, regional).
