|a لقد شكل تحقيق احترام حقوق الإنسان أساسا لتبلور نظام قانوني دولي يعرف بالقانون الدولي لحقوق الإنسان، تطلب ذلك مرحلتين أساسيتين؛ تتمثل المرحلة الأولى في مرحلة بناء قواعد القانون الدولي لحقوق الإنسان عبر قيام الفقه والمنظمات غير الحكومية الدولية بنشر الوعي بأهمية مسألة حقوق الإنسان ما يؤثر بالضرورة في الموقف الرسمي للدول والذي انتهي بصوغ نصوص اتفاقية دولية حددت مضمون حقوق الإنسان.\nتتمثل المرحلة الثانية في مرحلة إعمال وتفعيل تلك القواعد وذلك عبر إقناع الدول بالوفاء بالتزامات حقوق الإنسان التي تتحمل بها وذلك عير القيام بالتالي؛ أولا إدراج القواعد الاتفاقية لحقوق الإنسان في نظامها القانوني وهو ما يتطلب ملائمة بتعديل التشريعات المتعارضة، ثانيا التعاون مع الهيئات الرقابية عن مدى الوفاء بالالتزامات التعاقدية حقوق الإنسان.

|f The realization of respect for human rights has formed the basis for the crystallization of an international legal order known as international human rights law, this requires two basic phases: the first stage is the stage of building the rules of the international human rights law through spreading the awareness of the importance of the issue of human rights by the jurisprudence and non-governmental organizations by disseminating the awareness of the issue of the human rights which necessarily affects the official position of States which had concluded by drafting an international convention that had defined the content of the human rights.\nThe second stage is the stage of implementing and activating these rules by persuading the States to fulfill their human rights obligations by doing the following : The first thing is to include the Convention's human rights rules into its legal system which requires the need to amend the conflicting legislation. The second thing is the cooperation with regulatory bodies on the extent of the fulfillment of human rights contractual obligations.\nThis abstract translated by Dar AlMandumah Inc. 2018
