|a تشكل حوادث المرور أحد المشاكل التي تواجه الدول جميعا لما تتسبب فيه من ضحايا بشرية وخسائر مادية الأمر الذي دفع بضرورة تدخل سلطات الضبط الإداري نظرا لدورها المهم لما لديها من صلاحيات وسلطات لتنظيم الأنشطة الفردية وتجنب الأخطار التي تهدد أو تنتهك النظام العام. ولكي يتحقق ذلك يتعين على سلطات الضبط الإداري في مجال السلامة المرورية إعمال كافة الإجراءات والوسائل الضرورية الكفيلة بتحقيق السلامة والأمن في الطرقات بضبط سلوك الأفراد وتحديد الأطر التي تنظم سياقة المركبات.
