|a يواجه المجتمع الجزائري اليوم العديد من التحديات الخارجية والداخلية كالعولمة بشقها الاقتصادي والثقافي، والتغيرات المستمرة والسريعة في مجال تكنولوجيا المعلومات والاتصالات والانفتاح على الاسواق العالمية، واللا استقرار السياسي والاقتصادي والاجتماعي وانتشار العديد من السلوكيات السلبية كاللامبالاة والاختلاس والعنف والاجرام التي تتنافي مع قيمه ومعتقداته الثقافية والحضارية لهذا فهو بحاجة ماسة للبحث عن استراتيجية لتفعيل بناء مشروع تنموي معتمدا على الاستثمار في موارده البشرية والاستفادة من التجارب العالمية التي حققت انجازات ملموسة وناجحة في الدول النامية.

|f The Algerian society today faces many external and internal challenges such as globalization in its economic and cultural dimensions, the continuous and rapid changes in the field of information and communication technology and openness to world markets. It confronts also political, economic and social instability and the spread of many negative behaviors such as indifference, embezzlement, violence and criminality that contradict its cultural and civilizational values and beliefs.
