520 |b Libya relies heavily on oil receipts to finance the government expenditures. Oil revenues represent more than 95 per cent of the country is hard currency, but this revenue is vulnerable to oil price fluctuations. The country is now attempted to develop its economy by greater concentration on diversification. In recent years, many sectors, such as mining and tourism have become vehicles for economic development and diversification targeting sustainable development and enhancing the economic growth. Such promising sectors have become an integral element of the economic development process. Even those countries that in the past have had neither the desire not the need to seek alternative economic secretors have increasingly been turning to other sectors, such as services and encouraging foreign investment as a potentially effective means of achieving economic growth and diversification. Since the 1970s the government has been aiming to diversify the economy through many Master plans and youth job create. However, even that many goals have been achieved; many jobs still need to be done. This paper argues that the need for using other sectors (in addition the oil sector) to as agents of economic development must be treated with care. Libya has been seeking economic diversification through other sectors to counter instability in global the oil price. Despite moderate success in this process, a number of challenges face is type of development process. Such sectors which can be depend to diversification such process may not always be an easy or cost, effective means of achieving economic growth.
