The phenomenon of globalization has brought about major changes in international relations and has allowed for the opening up of large new spaces that have resulted in the expansion of trade and the expansion of markets, which has led to an increase in the need for the transport of materials and goods, both cross-border and internally. This requires the development of a transport network of materials, equipment and goods, developed and capable of transporting them, either across borders or at the internal level, and through land, sea or air transport networks. To be able to supply the required materials, equipment and goods to the markets and economic units in the required time, in the specified place and in the required quantities, while ensuring the security and safety conditions and minimum cost. These conditions can only be achieved with a modern, sophisticated and organized multimedia transmission network, governed by administrative laws, at the national, regional and international levels, in line with all parties of the exchanges. The greater the means and ways, the greater the need to organize and manage them, in sophisticated scientific ways, so that they can be used, in economic units, under conditions of achieving maximum levels of benefits. This abstract translated by Dar AlMandumah Inc. 2018 أفرزت ظاهرة العولمة، تغيرات كبيرة في العلاقات الدولية، وسمحت بفتح فضاءات جديدة واسعة، نتج عنها، توسع المبادلات التجارية، وتوسع الأسواق، مما أدى إلى الزيادة في الحاجة إلى نقل المواد والسلع، سواء عبر الحدود أو على المستوى الداخلي. هذا ما يتطلب، تطوير شبكة نقل المواد والعتاد والسلع، متطورة وقادرة على نقلها، سواء عبر الحدود، أو على المستوي الداخلي، ومن خلال شبكات النقل البرية أو البحرية أو الجوية. تمكن من تزويد الأسواق والوحدات الاقتصادية، بالمواد والعتاد والسلع المطلوبة، في الوقت اللازم وفي المكان المحدد، وبالكميات المطلوبة، مع ضمان ظروف الأمن والسلامة، وبأدنى التكليف. إن هذه الشروط لا يمكن تحقيقها، إلا بوجود شبكة نقل، متعدد الوسائط، حديثة ومتطورة ومنظمة، تحكمها قوانين إدارية، على المستويات الوطنية والإقليمية والدولية، تتماشى مع كل أطراف التبادلات. كلما تعددت الوسائل والوسائط، كلما زادت الحاجة إلى تنظيمها وتسييرها، بطرق علمية متطورة، لكي يتم استعمالها، في الوحدات الاقتصادية، في ظروف تحقيق، أقصى مستويات المردودية. Le phénomène de la mondialisation a entrainé des changements profonds au niveau des relations économiques internationales ce qui a permis l’ouverture de nouveaux espaces très vastes dans le domaine des échanges commerciaux et l’élargissement des marches. Ceci a rendu le besoin de transporter les biens et le matériel, que ce soit à travers les frontières ou au niveau local, de plus en plus pressant. Ce qui nécessite le développement d’un réseau de transport moderne capable d’assurer les opérations de transport que ce soit au niveau national ou international ou par le moyen du transport terrestre ou maritime ou aérien et d’approvisionner les marches et les unités économiques en produits et matériaux nécessaires au moment et à l’endroit voulu et en quantités nécessaires tout en assurant la sécurité et le transport dans de bonnes conditions et avec un moindre cout. Ces conditions, ne peuvent être réalisées que par l’existence d’un réseau de transport complexe développé, moderne et organise, géré par des règles nationales, régionales et internationales préservant les intérêts de tous les acteurs. Plus, les moyens de transport se développent et deviennent complexes, plus il devient nécessaire de développer de nouvelles méthodes d’organisation pour une gestion scientifique permettant leurs utilisation dans les unités économiques en réalisant le plus haut niveau de rendement. |
