المستخلص: تهدف هذه الدراسة إلى التعرض لموضوع الفهرسة أثناء النشر أو الفهرسة في المطبوع (cataloging in publication) (CIP) ومدى تطبيق الناشر الليبي لها في المطبوعات الليبية التي تصدر عن الناشرين الليبيين بمختلف فئاتهم - ناشرين خواص أو حكوميين - والتعرف على المطلوب تنفيذه لتطبيق الفهرسة أثناء النشر من أجل الاستفادة القصوى من هذا العمل المهم والمفيد بالنسبة للمكتبات ومراكز الأبحاث والباحثين من الطلاب والمهتمين بقضايا النشر والببليوغرافيا المتعلقة بالإنتاج الليبي المطبوع، وكذلك التعرف على الأسباب التي تقف أمام عدم تمكن الناشرين من القيام بهذه العملية، والصعوبات التي تواجههم في تطبيقها في منشوراتهم. \ كما تهدف الدراسة إلى التعرف على سياسات وإجراءات تطبيق الفهرسة أثناء النشر وعلى الإمكانيات الفنية المكتبية بشريا لتنفيذ الفهرسة أثناء النشر بليبيا وكيفية وضع مواصفات للفهرسة أثناء النشر بليبيا تتفق مع المواصفات العربية والدولية وعلى قدرة الناشرين الليبيين على إعداد بطاقة الفهرسة أثناء النشر، والتحقق من مدى التزامهم بطباعة بطاقة الفهرسة أثناء النشر في مطبوعاتهم، والتأكد من مدى تطابق بيانات الفهرسة أثناء النشر مع واقع بيانات الكتاب بعد نشره، وعلى مدى تلبية الفهرسة أثناء النشر لاحتياجات المكتبات بجميع أنواعها في ليبيا. ومحاولة التوصل إلى مقترحات وتوصيات تسهم في قيام الفهرسة أثناء النشر في ليبيا بما يتفق مع مواصفات الفهرسة أثناء النشر الفنية، عربيا ودوليا. وقد استعانت الدراسة في جمع البيانات باستبيان صمم خصيصا لذلك وزع على عينة مختارة من الناشرين العاملين بمدينة طرابلس، وبعد تحليل بيانات العينة المتحصل عليها من الاستبيان توصلت الدراسة إلى جملة من المقترحات والتوصيات يعتقد الباحث جازما أنها ستسهل تنفيذ الفهرسة في المطبوع في ليبيا إذا ما أخذ بها.

This study aims to examine the subject of cataloging during publication or cataloging in publication (CIP) and the extent to which the Libyan publisher applies it in Libyan publications, published by Libyan publishers of different categories - private or government publishers - and identify what is required to implement indexing during publication in order to make the most of this important and useful work for libraries, research centers, student researchers and interested in publishing and bibliography issues. related to Libyan printed production. It also identifies the reasons why publishers are not able to do this process and the difficulties they face in applying it in their publications.
The study also aims to identify the policies and procedures of applying to catalog during publication, as well as the technical capabilities of human office to implement cataloging during publication in Libya and how to develop specifications for cataloging during publication in Libya. That consistent with Arab and international specifications and the ability of Libyan publishers to prepare the cataloging card during publication, and verify their commitment to print the cataloging card during publication in their publications and ensure that the cataloging data during publication corresponds to the reality of the book's data after publication, and the extent to which cataloging during publication meets the needs of libraries of all types in Libya. Attempting to come up with suggestions and recommendations that will contribute to cataloging during publication in Libya in accordance with the specifications of cataloging during technical publication, both Arab and international. In collecting the data, the study used a specially designed questionnaire distributed to a selected sample of publishers working in the city of Tripoli. After analyzing the sample data obtained from the questionnaire, the study came up with a number of suggestions and recommendations that the researcher firmly believes will facilitate the implementation of cataloging in the publication in Libya if taken.
