|a عندما يتم إلحاق صفة العمراني بالتخطيط يصبح لدينا مفهوم التخطيط العمراني ومن هنا تبدأ إشكالية حقيقة يتصف بها هذا المفهوم ٠ ولكن يمكن إعطاء تعريف مبسط للتخطيط العمران وذلك باعتباره أداة ووسيلة لتحقيق المصلحة العامة لكافة قطاعات وفئات المجتمع من خلال وضع تصورات ورؤى لأوضاع مستقبلية مرغوبة ومفضله لتوزيع الأنشطة والاستعمالات المجتمعية في المكان الملائم في الوقت المناسب وبما يحقق التوازن بين احتياجات التنمية في الحاضر والمستقبل القريب من ناحية وبين احتياجات التنمية لأجيال المستقبل البعيد من ناحية أخرى ، أي تحقيق ما يعرف بالتنمية المستدامة . \\ تستمد هذه الورقة البحثية أهميتها من خلال استقراء الواقع والوقوف على التحديات الواقعية في تطبيق المخططات العمرانية و التعدي عليها من قبل المستخدمين و القاطنين بتلك الرقعة الجغرافية الواقع في نطاقها المخطط الحضري لمجاورة سكنية ما. \\ إن نتائج هذه الورقة هي جزء ومثال على ما يحدث في جميع المخططات بمستوياتها المختلفة في ليبيا (ملحق رقم 1 الأنواع و المستويات التخطيطية في ليبيا )

|f When the adjective of urban is attached to planning, we have the concept of urban planning and hence starts the real problem that characterizes this concept. However, a simplified definition of urban planning can be given considering it as a tool and a means to achieve the public interest of all sectors and categories of society through the development of perceptions and visions of the desired and preferred future situations to distribute community activities and uses in the right place at the right time in a way that balances the development needs of the present and the near future on the one hand and the development needs of the distant future generations on the other hand, i.e. achieving what is known as sustainable development. This paper draws its importance by extrapolating the reality and identifying the real challenges in the application of urban plans and the infringement of these plans by the users and residents of that geographical area within the scope of urban planning for a residential neighborhood. The results of this paper are a part and example of what is happening in all the schemes at different levels in Libya (Appendix 1: Types and Levels of Planning in Libya).\nThis abstract translated by Dar AlMandumah Inc. 2018
