|b The issue of How Nation-States Craft their National Security policy is Considered as one of more interesting topics for researchers of the security studies and decision-makers, especially in international environment who product a group of composite, complex and multiple threats, which require real perception for its, as well as the compilation of all national capabilities available. The formulation of national security policy able to achieve their goals and their targets, requires a set of methodological steps in the form of a unified political cycle consisting of 04 stages, starting by fixation of security objectives, then the monitoring of threats, finally the Compatibility and agreement stage, and sometimes this policy needs amendments and revisions as a result of emergency conditions may occur. States also faces a set of challenges when formulating their national security policy, some of these challenges are controlled, others need to skill, experience, efficiency and strength of the institution(s) which making this policy, such as the nature of threats, the balance between secrecy and transparency, human and material cost of this policy. The outputs of this policy is an indicator to measure decision-maker's perception and his awareness for internal and external environment, a good reading of the various challenges, whether related to the policy per se or surrounding it, can ensure national security policy effective and successful.
