المستخلص: The study aims to provide an integrated framework for the essential capabilities and organizational distinction, one of the themes of the business organizations is to achieve the best performance and to measure the basic dimensions available for the organization, especially the population of the study in order to reveal its importance to be able to use them to abusive its distinction in performance as a whole, therefore we chose Kirkuk cement plant as one of the important organizations in Iraq, and because of the circumstances faced by this country, which have had an important role to raise the level of the National industry, From this point, the study started with a group of questions targeted to identify the availability of substantial capabilities in the surveyed organization, and to find out the best ways to use them to achieve the distinction, and to identify the relation and the effects of the study variables, to achieve this five hypotheses were formulated, the study was conducted at Kirkuk cement plant which represents the community of the study, an intentional sample was chosen among a working personnel (46 in number) in different specializations (observant, director, assistant manager , head of department , senior engineer), because they represent the most important sample who know the work of the organization , depending on a questionnaire as a prime tool to get the basic information as a field study , analyzed through a proved statistical methods (SPSS), which the theoretical framework in question was applied according to a number of Arab and foreign references. The conclusions of this study found that the management of the organization showed an interest in the vital capabilities and the organizational distinction to achieve the best competitive place, so the researchers worked to present a group of suggestions to improve the effectiveness of the studied organization must achieve the best. The most important one was that the studied organization must concentrate on the vital capabilities with all its dimensions, depending on special and modern programmers to improve it among the workers and managerial personnel.

تهدف الدراسة إلى تقديم إطار متكامل عن القدرات الجوهرية والتميز التنظيمي التي تعد من أكثر الموضوعات أهمية لمنظمات الأعمال لتحقيق الأفضل في أدائها، والعمل على قياس الأبعاد الأساسية المتوافرة لدى تلك المنظمات وخاصة مجتمع الدراسة حتى تتضح أهميتها لتصبح لديها القدرة على استغلالها لتحقيق التميز في أدائها على المستوى الكلي، لذلك تم اختيار معمل أسمنت كركوك كونه من المنظمات المهمة في العراق وبسبب الظروف التي يمر بها البلد التي كان لها التأثير المباشر على عمله كان لابد من تقديم مثل هذه الدراسة لمعالجة النقاط السلبية، والتي يكون لها الدور الكبير لرفع مستوى الصناعة الوطنية، من هنا انطلقت مشكلة الدراسة والتي صيغت بمجموعة من الأسئلة كان الهدف منها التعرف على ما متوافر من قدرات جوهرية في المنظمة المبحوثة وما هي الطرائق الأنسب لاستغلالها للوصول إلى التميز، وتحديد العلاقة والأثر بين متغيرات الدراسة، ولتحقيق ذلك تم صياغة خمس فرضيات، أجريت الدراسة في معمل أسمنت كركوك الذي يمثل المجتمع، في حين تم اختيار عينة عمدية تتألف من مجموعة من أفراد عاملين حيث بلغ عددهم (46)، وتمثلت في التخصصات المختلفة (ملاحظ، مدير، م. مدير، رئيس قسم، مهندس أقدم) لكونهم يمثلون العينة الأهم على معرفة عمل المنظمة، وتم الاعتماد على استمارة استبانة كأداة رئيسة للحصول على المعلومات الأساسية من الجانب الميداني، التي تم تحليلها عبر الوسائل الإحصائية المعتمدة عن طريق برمجة (SPSS)، أما الإطار النظري فقد تم الاعتماد على مجموعة من المراجع العربية والأجنبية المختلفة، ومن أهم الاستنتاجات التي توصلت لها الدراسة هي الاهتمام الكبير الذي تبديه إدارة المنظمة المعنية بالدراسة بأبعاد القدرات الجوهرية وأبعاد التميز التنظيمي لتحقيق موقع تنافسي أفضل، وبذلك عمل الباحثين على تقديم مجموعة من المقترحات التي ستكون مناسبة لزيادة فاعلية المنظمة المبحوثة سعيا لتحقيق الأفضل كان أهمها أن تقوم إدارة المنظمة المبحوثة بالتركيز على القدرات الجوهرية بكل أبعادها، واعتماد البرامج الخاصة والحديثة لتطويرها، بين العاملين والكوادر الإدارية.
