هدف البحث الكشف عن المعوقات الإدارية التي تحد من تطبيق دوري المحترفين لكرة القدم بالأندية الرياضية المصرية. واستخدم البحث المنهج الوصفي بأسلوب الدراسة المسحية. وتكونت مجموعة البحث من 161 فردا من أعضاء مجلس ادارة اللجنة الاولمبية والاتحاد المصري لكرة القدم ومجالس ادارات ومدربون وحكام الاندية الرياضية بالدوري الممتاز. وتمثلت أدوات البحث في المقابلة الشخصية واستبيان التعرف على معوقات تطبيق دوري المحترفين لكرة القدم بالأندية الرياضية المصرية. وطبقت أدوات البحث. وتوصلت النتائج الي عدم اعتماد الاتحاد المصري لكرة القدم على نظام اداري ورقابي قادر على متابعة تطبيق دوري المحترفين بالأندية، وعدم وجود المحددات القانونية المرتبطة بملكية وحجم الشركات الخاصة وحجم الاستثمار الأجنبي المصرح به في المجال الرياضي، وعدم وجود شركات متخصصة للتسويق الرياضي، وعدم توفير المخصصات المالية الحكومية لتنمية وتوسيع قطاع الصناعة في المجال الرياضي، وعدم وجود الثقافة الاحترافية عند معظم العاملين بالهيئات المعنية بتطبيق دوري المحترفين. وأوصى البحث بالاستفادة من نتائج البحوث العلمية والمطبقة سابقا لتطوير نظام الاحتراف، وانشاء إدارة عامة متخصصة للاحتراف الرياضي تكون ضمن الهيكل الإداري بوزارة الشباب والرياضة. كما يجب الاهتمام بالكوادر الرياضية من مدربين واداريين وحكام عن طريق الصقل الدوري ومواكبة المتغيرات الحديثة، وانشاء شركات مساهمة بالأندية قائمة بذاتها ولها مجلس ادارة محترف وتكون مسؤولة عن ادارة نشاط كرة القدم بالنادي ومنفصلة عن أنشطة النادي الأخرى، بالإضافة إلى التأكيد على وجود سياسات ضريبية مشجعة لرجال الاعمال والمستثمرين. كما يجب نشر ثقافة الاحتراف في أوساط المجتمع الرياضي.كُتب هذا المستخلص من قِبل دار المنظومة 2018


The objective of the research is to uncover the administrative obstacles that limit the application of the professional football league in the Egyptian sports clubs. The research used the descriptive approach represented in a survey. The group of the research consisted of 161 members of the board of directors of the Olympic Committee, the Egyptian Football Federation, administration boards, coaches and referees of the sports clubs in the Premier League. The research tools were represented in face-to-face interview and a questionnaire to identify the obstacles to the application of professional football league in the Egyptian sports clubs, and they were applied to the research group. The results found that the Egyptian Football Federation has not adopted an administrative and supervisory system that is capable of following up the application of the professional league in clubs and the lack of legal determinants related to the ownership and size of private companies and foreign investment authorized in the sports field. They detected also the lack of specialized companies for sports marketing, the failure to provide government financial allocations for the development and expansion of the industrial sector in the sports field and the absence of a professional culture among most professionals working in the bodies involved in implementing the professional league. The research recommended benefiting from the results of the scientific research applied previously to develop the professional system, and establishing a specialized public administration for sports professionalism within the administrative structure of the Ministry of Youth and Sports. Attention should also be given to the sports cadres of trainers, administrators and referees through periodic refinement and keeping abreast of modern changes. The research recommended as well establishing joint stock, stand-alone companies and a professional board of directors, responsible for running the club's football activity and separate from the club's other activities. It recommended as well creating favorable tax policies for businesspersons and investors.
