يسعى البحث إلى دراسة التخطبط لتأسيس وإنشاء الجامعة المصرية بالدول العربية والأجنبية على غرار جامعات الدول المتقدمة كالجامعة الأمريكية، والجامعة البريطانية، و الجامعة الألمانية، و الجامعة الفرنسية ، وذلك من خلال تحليل أراء الخبراء ونظرتهم المستقبلية بصورة شاملة، إعتماداً على أسلوب "دلفاى" لدراسة وجهات النظر والتوجهات المستقبلية فى إطار ثلاث جولات، ركزت الجولة الأولى على دراسة وجهات نظر الخبراء المختصين فى مجال التخطيط للتعليم العالى والجامعى بشأن فكرة إمكانية إنشاء الجامعة من عدمه، أما الجولة الثانية فقد تناولت بالدراسة والتحليل الأفكار التى يقترحها الخبراء لتؤخذ بعين الإعتبار فى كل المحاور ذات الصلة بالتخطيط لإنشاء الجامعة المصرية بالخارج، أما الجولة الثالثة فقد هدفت إلى تحديد إختيار إحدى السيناريوهات المناسبة من بين بدائل تم طرحها للمحاور الخمسة ذات العلاقة بالدراسة، وتتمثل هذه المحاور فى التخطيط، ومحور الإنشاء، ومحور التمويل، ومحور التنفيذ، ومحور الإدارة، ومن ثم تحديد السيناريوهات المحتملة والتى تعد الأكثر ملائمة للتخطيط لإنشاء تلك الجامعة بإعتبارها إحدى المشروعات القومية الجديرة بالإهتمام، يحدونا الأمل لتحقيق الريادة لمصرنا الحبيبة فى مجال التعليم العالى والجامعى لمواكبة تطورات العصر والوفاء بمتطلبات العولمة. تكونت عينة الدراسة من خبراء من المختصين فى مجال التعليم العالى والجامعى بشقية العملى والنظرى قوامها (100) خبير فى الجولة الأولى، أصبحوا (92) خبير فى الجولة الثانية، ثم أصبحوا (81) خبير فى الجولة الثالثة، وقد قام الباحث بتصميم ثلاث إستمارات، تم عرضها على الخبراء فى إطار ثلاث جولات، حيث تضمنت إستمارة الجولة الأولى إستطلاع رأى الخبراء عن فكرة التخطيط للجامعة المصرية بالخارج، أما الجولة الثانية فقد إرتكزت على تداعى أفكار الخبراء والمختصين من خلال العصف الذهنى للحصول على معلومات ذات العلاقة بالمحاور الرئيسة لموضوع الدراسة، وذلك للإستفادة منها فى الجولة الثالثة التى إرتكزت على إستطلاع رأى الخبراء المختصين من خلال عرض سيناريوهات محتملة للتعامل مع خمسة محاور رئيسة ذات علاقة بالتخطيط لتأسيس وإنشاء الجامعة المقترحة، وقد تم التأكد من صدق وثبات نتائج الإستمارة، وقد توصلت الدراسة إلى نتائج بالجولة الأولى تؤكد موافقة (97%) من الخبراء على فكرة التخطيط لإنشاء الجامعة المقترحة، بل والثناء على تلك الفكرة التى تدعم مصر لتحقيق الريادة على المستويين العربى والعالمى، وفى المقابل رفض (3%) من الخبراء فكرة التخطيط للجامعة المقترحة بحجة ضعف قدرة مصر على التخطيط للجامعة المقترحة، أما الجولة الثانية فقد توصلت إلى نتائج من خلال تقنين الأفكار التى وردت من خلال العصف الذهنى، حيث تم تحديد خمسة محاور رئيسة للتخطيط للجامعة المقترحة، كما تم بلورة بعض الأفكار لصياغة السيناريوهات المحتملة إبان كل محور. كما توصلت الدراسة إلى وجود دلالة إحصائية بين استجابات أفراد العينة بالجولة الثالثة والتخصص، وكذلك الدرجة العلمية وسنوات الخبرة، ذلك فيما يتعلق بسيناريوهات محاور الدراسة الخمسة عند مستوى (0.5). \
This research aims to study the planning to establish and setting up an Egyptian university in Arb and Foreign countries, according to the successful models of American university, British university, German university, French university, …etc. That will be done according to analyzing the perspectives of experts, and their future vision. This study depends on "Delfy" approach, according to three cycles (stages), as following: -the 1st., cycle focused on studying the experts perspectives about the idea of planning to set up and establishing the university or not. -the nd., cycle included analysis to the ideas which suggested by experts to be considered in all categories that belongs to this tstudy. -the 3rd., cycle aims to identify one of the sinnerests, which is the most suitable , among the alternatives for each category. There are five categories, about planning, setting up, financing, implementing, and managing, therefore the best sinnarist will be selected for planning the suggested university, as one of the national projects in Egypt, that worths more care to realize leadership of our beloved country, " Egypt" in the field of higher education to go ahead with contemporary developments according to Globalization requirements. The sample of this study includes (100) experts, specialized in the field of higher education (thearotical and practical), but they became (92) experts at the 2nd. Cycle, then they became (81) at the 3rd. cycle. The researcher formed three forms to be revised by experts, according to 3 cycles, the form of the 1st., cycle was about pilot study about the idea of planning the suggested Egyptian university abroad. The 2nd. Cycle depended on brainstorming the thoughts to gain information includes the main categories, which can be used at the 3rd. cycle, which depeded on pilot study to identify the perspectives of experts aout the possible sinnariests for the five categories belong to planning to set up and establish the suggested university, then validity and blevibility of the draft, then the tool of the the study has been assured. The results of the study assured that; "97%" of experts has agreed on the idea to plan for the suggested university, above all the praised this idea which enable Egypt to have leadership position on the lacal, regional, national, and international levels, on the other side, only "3%" has refused the idea of planning the suggested university, due to the weak abilities of Egypt (from their points of view). The 3rd. cycle has identified the five categories, therefore the ideas are used to form the sinnarists of the available alternatives. Finally this study identified stastical correlation among the responses of the sample in the 3rd. cycle, according to specialism, as well as the scientific rank, experience for the five sinnarists at the level of (0,5%). \
