المستخلص: تتحدث هذه الدراسة عن طائفة الأدبيات التي اهتمت بالمداخل النظرية لتحليل السياسة الخارجية للدول الصغيرة، وهي من القضايا التي تزايد الاهتمام بها بعد انتهاء الحرب الباردة نتيجة لزيادة عددها من جانب، وكذلك زيادة فاعلية سياستها الخارجية من جانب آخر، حيث تسعي هذه الدراسة إلى تطوير مفهوم للدولة الصغيرة يسمح بفهم وتفسير العوامل التي مكنت تلك الدول من تبني سياسة خارجية فعاله، وهي في ذلك تجادل بأن المدرسة الواقعية قاصرة عن تقديم تحليل متكامل يفسر تلك السياسة،
وأن المتغيرات الداخلية في الدول الصغيرة تستطيع لعب دوراً أكبر في تفسير تلك السياسة مقارنة بالعوامل الخارجية، وفي ذلك أشارت الدراسة إلى المواضيع الأتية: المقصود بالدول الصغيرة والمعايير التي يستند عليها في توصيف دولة بأنها دولة صغيرة، تباين منظورات السياسة الخارجية في تحليلها لسياسة تلك الدول، تباين السياسات الخارجية للدول الصغيرة طالما كان هناك اتفاق حول سمات مشتركة تجمع بينهما،
وتحليل السياسة الخارجية للدول الصغيرة، ويتم ذلك من خلال تقسيم هذه الدراسة إلى أربعة أجزاء الأول: يحلل فيه المقصود بالدولة الصغيرة حيث أن الصغر في هذه الدراسة يقصد به الدولة الصغيرة استنادا على قدرات الدولة، أما الثاني فإنه يدرس المداخل النظرية المختلفة التي حللت السياسة الخارجية للدول الصغيرة، في حين تناول الجزء الثالث العوامل المفسرة لتباين السياسات الخارجية للدول الصغيرة والتي يتمثل أهمها في عامل التماسك الداخلي، ووضح الجزء الرابع كيفية دراسة السياسة الخارجية للدول الصغيرة، وبالتالي على الدارس أن يهتم بالكيفية التي يتفاعل بها الفاعل مع البنية عبر هذا المستوى.

This study deals with the range of literature that focuses on theoretical approaches to the analysis of foreign policy of small countries, an issue that has received increased interest after the end of the cold war as a result of the increase in their number by the and the effectiveness of their foreign policy on the other hand. This study seeks to develop a concept for the small state that allows understanding and interpretation of the factors that have enabled these countries to adopt an effective foreign policy. In this regard, it argues that the realistic school is failing to provide an integrated analysis that explains that policy.
And that Internal variables in small countries can play a greater role in interpreting this policy compared to external factors. In this, the study pointed out the following topics: the meaning of small states and the criteria on which it is based in characterizing a country as a small country, and the differences in foreign policy perspectives in Their analysis of the policy of those countries, the different foreign policies of small countries, as long as there is agreement on common features.
And the analysis of the foreign policy of small countries is carried out by dividing this study into four parts. The first is an analysis of the meaning of the small state, since smallness in this study refers to the small state based on the capabilities of the state. The second examines the various theoretical approaches that analysed the foreign policy of small States, while the third part deals with the factors explaining the different foreign policies of small States, the most important of which is the factor of internal coherence, The fourth part explained how to study the foreign policy of small countries, and therefore the learner should be interested in how the actor interacts with the structure across this level.
