المستخلص: تتناول هذه الدراسة دور المكتبات الوطنية في بناء مجتمع المعرفة، مع تسليط الضوء على دار الكتب والوثائق القومية، وتأتى أهمية الدراسة ومشكلتها من أهمية المكتبات الوطنية في بناء مجتمع المعرفة وكشف الدور الذى تلعبه دار الكتب والوثائق والكتب القومية في بناء مجتمع المعرفة، وسوف تتناول الباحثة الموضوع من خلال (التعريف بمفهوم مجتمع المعرفة وأبعاده التعريف بوظائف وخدمات المكتبة الوطنية في ظل مجتمع المعرفة، قوانين وتشريعات المكتبة الوطنية في ظل مجتمع المعرفة ، دار الكتب والوثائق القومية" النشأة، التطور، الأهداف، الوظائف، الموقع، المبنى، القوانين والتشريعات، تكنولوجيا المعلومات بالمكتبة، نوع مصادر المعلومات، خدمات المستفيدين بالمكتبة، التحديات التي تواجه دار الكتب والوثائق القومية في ظل مجتمع المعرفة) وقد انتهجت الدراسة المنهج الوصفي وتحديدا منهج دراسة الحالة وقد اعتمدت الدراسة في جمع البيانات على المقابلات الشخصية والملاحظة وكانت نتائجها ما يلى:
1. أن دار الكتب والوثائق القومية تقوم ببعض الوظائف التي تساعد في بناء مجتمع المعرفة ولكنها غير منصوص عليها في الوظائف المعلن عنها على موقع دار الكتب والوثائق القومية، ولكنها يؤخذ عليها نقطة واحدة وهي عدم إتاحتها لمعلومات عن الإنتاج الفكري بجميع أشكاله من خلال فهرس متاح على الخط المباشر، ولكنها تكتفي فقط بفهرس المتاح من خلال قاعدة بيانات خاصة بالدار وهي قاعدة بيانات Symphony.
2. مبنى الدار یتسم بمساحة مُناسبة لاستیعاب أعداد كبیرة من المستفیدین.
وفي الوقت الحالي ونتيجة لتأثر فرع دار الكتب والوثائق القومية "باب الخلق" بحادث إرهابي فقد تأثر هذا الفرع وكذلك مقتنياته وحاليا فهو في مرحلة إعادة إصلاح وترميم للمقتنيات التي تأثرت بالحادث ولكن رغم ذلك فيقدم هذا الفرع بعض الخدمات للمستفيدين فهو حاليا:
أ. یضم مجموعة من التراث من المخطوطات والمسكوكات والخرائط واوائل المطبوعات والبردیات.
ب.یضم متحف یعرض بعض التراث.
ت.یُقدم خدمة الاطلاع على المیكروفیلم .
ث.یوجد بالفرع كذلك إدارة ترمیم، وعلاقات عامة.
3. مواد قانون دار الكتب والوثائق القومیة یتسم بالمرونة وقدر من الاستقلالیة مما یُساعد على بناء مُجتمع المعرفة.
4. یتوفر بالدار نوعیات من تكنولوجیا المعلومات التي تُساهم في بناء مُجتمع المعرفة.
5. یوجد بالدار الكتب والوثائق القومیة أشكال مُختلفة من مصادر المعلومات بشكل تقلیدي وإلكتروني ورقمي.
6. الدار لا توجد بها بعض الخدمات الحدیثة ومنها: إتاحة خدمات: البث الانتقائي للمعلومات خدمة الترجمة للبحوث والدراسات المتخصصة، خدمات لفئات معینة مثل: ذوى الاحتیاجات الخاصة (المعاقون حركیاً، كبار السن نزلاء المستشفیات، والسجناء، وغیرهم) وكانت التوصیات التي أقرتها الباحثة ما یلى:
- سرعة العمل لتجدید وتحدیث وترمیم وصیانة ما حدث من تلف بفرع دار الكتب والوثائق القومیة بباب الخلق.
- العمل على زیادة عدد مقتنیات المكتبة الرقمیة من المقتنیات القدیمة والحدیثة، كما هو مُقترح في الخطة المستقبلیة للمكتبة الرقمیة.
- إتاحة خدمات: البث الانتقائي للمعلومات، خدمة الترجمة للبحوث والدراسات المتخصصة، وغیرها من الخدمات الحدیثة، خدمات لفئات معینة مثل: ذوى الاحتیاجات الخاصة (المعاقون حركیاً، كبار السن نزلاء المستشفیات، والسجناء، وغیرهم).

This study addresses the role of the national libraries in respect to building a knowledge-based society and shedding light upon the National Library and Archives. The significance of the study and its problems emanates from the significance of the national libraries in respect to building a knowledge-based society and revealing the role that the National Library and Archives plays in relation to building the knowledge-based society. The researcher will address the subject area through: Defining the concept of the knowledge-based society, its dimensions, determining the roles and services of the National library within the knowledge-based society and the laws and legislations of the National library within the knowledge society. It will address the National Library and Archives, its establishment, development, objectives, location, building, laws and legislations, information technology in the library, the types of information sources, the services provided to beneficiaries of the library, and the challenges faced by the National Library and Archives, within the knowledge-based society. The study followed the descriptive methodological approach and specifically the case study. The study relied upon gathering data through personal interviewing and observation. The results were as follows:

1) That the National Library and Archives fulfils some of the functions which assist in building the knowledge-based society, although it is not specified in written form in respect to the functions declared upon the website of the National Library and Archives. One point is taken against it and that is the non-provision of information regarding intellectual production in all of its various forms through the provision of an online index. It has rather only sufficed with the provision of an index through a database specified for the National Library, and that is the “Symphony” database.

2) The National Library building is characterized by a suitable amount of space to deal with the large numbers of beneficiaries.
And in the current time and as a result of the branch of the National Library and Archives “Bab El-Khalq” being impacted by a terrorist incident, this branch has been affected in addition to its stock. It is therefore currently in a stage of repair and restoration of the stock which was affected by the incident. Despite that, this branch still offers services to beneficiaries. These are:

a) It contains a collection of heritage in the form of manuscripts, coins, maps, early prints and papyrus.
b) It contains a museum exhibiting some heritage.
c) It provides the service of examining microfilm.
d) There is also a restoration and general relations administration in the branch.

3) The articles of law associated with the National Library and Archives are characterized by flexibility and a level of independence which assist the building of a knowledge-based society.

4) The National Library has a variety of information technologies available which contribute to the building of the knowledge-based society.

5) The National Library and Archives has various traditional, electronic and digital forms of information sources.

6) The National Library does not provide some modern services which include: The provision of the services of selective transmission of information, translation service for specialized researches and studies, services for particular groups like those who have special needs, including those who are physically disables, the elderly, hospital patients and prisoners, amongst others.

The recommendations established by the researcher were as follows:

- Hasten the work to renew, modernize, restore and repair what was damaged in the Bab El-Khalq branch of National Library.
- Effort to increase the quantity of digital library stock, comprising both old and new stock, like what had been proposed within the future plan of the digital library.
- The provision of the services: Selective information transmission, translation service for specialized researches and studies in addition to other modern services, services for specific groups, like those of special needs; the physically disabled, elderly, hospital patients and prisoners amongst others.
