Palestinian society is considered young society, youth aged people is the highest portion, it's known that Palestinians are the most interested in education among the Arab world; especially in academic education rather than the vocational education. Palestinians’ parents are proud, of their offspring especially who specialize in medicine, engineering and law majors. Considering this culture and its social considerations, the number of graduates from universities and middle colleagues' is consistently increasing over years. Unfortunately this wasn't met by clear policies by the related authorities (the state, universities, private and public sectors) in directing education to meet the requirement and needs of Palestinian and the external labor market. This paper could be a scientific addition while searching for possible solutions and proposing suggestions to set a clear vision and mission for graduates’ unemployment based on long term and well studied scientific bases. Gradates unemployment has a dangerous effect on the Palestinian people as well as the international known effects, i.e. crimes, drugs robberies etc... especially we still seeking liberation from the Israeli occupation and trying to build our independent state. The study recommends for the state represented by the legislative and executive authorities as well as the universities, nongovernmental, public and private sectors to connect to each other and identify their roles and responsibilities, so they can maintain the unity of Palestinian people supporting them to stay at their home land, finding creative solutions for unemployment of the graduates, aiming at directing education correctly to meeting the local market needs.
من المعروف أن الشعب الفلسطيني شعب فتي، تشكل الفئة الشابة غالبية سكانه، كما أنه من المعروف-أيضا-أن هذا الشعب يعتبر من أكثر شعوب المنطقة العربية اهتماما بالتعليم، وبخاصة ما يتعلق بالتعليم التقليدي (غير المهني) حيث يعتبر هذا من ضمن العادات والتقاليد التي يفاخر بها الآباء، وتحديداً ما يتعلق بتخصصات معينة كالطب عموما، والهندسة والقانون، ونتيجة لهذا الاهتمام فإن أعداد الخريجين من الجامعات والكليات المتوسطة في ازدياد مستمر على مر السنوات، ولكن-للأسف-فان هذا الازدياد لم يقابله سياسة واضحة من قبل الجهات ذات العلاقة (الدولة والجامعات والقطاعين الخاص والأهلي) في كيفية توجيه التعليم لتتناسب مخرجاته مع متطلبات سوق العمل الفلسطيني واحتياجاته، وأسواق العمل الخارجية. من هنا جاءت هذه الورقة لتشكل إضافة علمية في موضوع البحث عن حلول ممكنة، وتقديم اقتراحات لوضع رؤية ورسالة واضحة لمعالجة قضية بطالة الخريجين، وذلك حسب أسس علمية مدروسة من خلال نظرة مستقبلية طويلة الأمد، إن لهذا النوع من البطالة تأثيراً خاصاً خطيرا علينا نحن الشعب فلسطيني إضافة إلى تأثيراته المعروفة عالميا، كالجريمة والانحراف والمخدرات والسرقات...الخ، فنحن ما زلنا في مرحلة محاولة بناء دولتنا الفلسطينية المستقلة، والتحرر من الاحتلال الإسرائيلي. بناء على ما سبق فقد خرجت الدراسة بعد توصيات موجهة لكل من الدولة ممثلة بالسلطة التشريعية والتنفيذية، وكذلك الجامعات والقطاعين الخاص والأهلي، لأجل عمل تشبيك بين هذه الأطراف لكي يقوم كل طرف بدوره ومسؤولياته، للحفاظ على ترابط لجهة توجيه التعليم بطريقة سليمة تتناسب مخرجاته بشكل خاص مع متطلبات أسواق العمل، وبخاصة سوق العمل الفلسطيني.
